    This paper explores the economic reasons for the breakdown in the existing system of scholarly communication, which is signaled by the rapid price inflation of journals and the resulting subscription cancellations by libraries. The paper outlines suggested remedies and conveys the elements of a proposed replacement system of scholarly communications arising from a March 2000 meeting in Tempe, Arizona.

    As for Chinese IT talented people rearing, much is carried in the University. IT is placed on a goal in National Strategy, and therefore it is making use of a University to the full; the concentration research of the high technology at “National Important University” and learning interchange with the foreign countries through the studying abroad system, more, in such cases as the establishment of the venture enterprise by the university itself. Administration helps on the side support which make the “Industry-Academic connection” effectively at the same time. Such strategy of China which tries to make the most of the property hidden in the university though it is taken in our country which more IT is wished as a part of current Economic Structure Reform.

    Libraries are located at more than 10 places inside Toray Industries, Inc. Those libraries are only linked through the company's union catalog which covers not only Japanese journals but also foreign journals and has been long revised over several times in these 40 years. Since the end of eighties most libraries have not introduced online operation for reference services, resulting that main operation by those libraries has become how to manage printed materials. The author discusses the matters to be attended in newly using electronic journals under such a situation that printed materials have been centered around in library operation, based on introduction experiences of SD-21. She also describes why the librarians who have been in charge of introducing electronic journals became encouraged to do their own duties, and how to obtain knowledge on electronic libraries and flow of scholarly information, which is necessary matter for librarians.

    As the electronic publications grow rapidly in number and in variety, they have become increasingly important information resources for scientists and libraries. However those electronic publications present new issues of concern which generate from the features of those publications. The present paper gives first a brief view on the fundamental issues of digital archiving of eletronic publications as observed in OCLC/RLG project, and then focuses on the digital archiving of scholarly journals and repository of archive. The publisher's approach is illustrated by the archive policies of Elsevier Science. The good partnership of publishers, libraries and academic communities is crucial to the development of satisfactory archiving and archival service, and in this respect active participation and contribution of libraries are much expected in this country.

    On the Internet which has increased explosively, it is not easy to get the high quality scientific information resources even if we use search engines which accomplishes remarkable evolution. Two access remedies, which libraries present, are mentioned. One is the subject gateway of the search engines for limited academic subject areas, which describes the catalogue by metadata. Another is the digital reference which librarians and specialists answer their customers inquiries using an electronic mail etc. for the purpose of user education and support. It is required for a library to explore and arrange the information route which unified three materials of data of the Internet, paper medium and electronic data (Pathfinder).
