    In 1998 so-called TLO Act was enacted, and since then 27 TLOs have been established all over Japan. In 2001, the Second Term Science and Technology Basic Law was decided at the Cabinet. Currently the Government's expenditure on science and technology researches is affluent compared to those of Europe and U.S. resulting that academic-industry-government collaboration has become active year after year. The author who is a director of JST Innovation Plaza Osaka first describes research subjects of FY 2002 and 2003 at the Plaza and possibility of getting those industrialized. Then he describes actual situation of universities in terms of academic activities and students trend. He tells why academic-industry collaboration did not proceed well so far, and lists how it will be improved such as 1) universities should make flexible the personnel treatment and make comfortable the conditions for doing researches there, 2) to enhance management for the collaboration, 3) to reform the intellectual property system at universities, so on. Lastly he describes Kansai TLO and Osaka TLO in which he is involved, and advanced science and technology collaborative research system being executed at Osaka University.

    The effective use of an intellectual property system is indispensable to promote R&D and corporate business activities. The current Japan’s intellectual property system consists of the patent law, copyright law, and other laws concerned. Each of those laws is constructed and designed under each different legal framework, so that it is important to use each of the laws the most properly or in the most appropriate way. This series analyze the current status of those laws in terms of current use situation, legal structure, and the issues, and report them, which are expected to help a corporate promote its R&D and business activities. The first article of the series covers current status and issues of the Japanese Patent Law which forms the core of Japan’s whole intellectual property system.

    Along with the recent development of Information Technology (IT) such as the Internet or computer technology, scientific journals or books have come to be digitalized rapidly, which trend has also been inducing the digitalization of a whole library system. In this report, we present the strategy of electronic library system constructed for the library in Toshiba Research and Development Center, as a representative case for the libraries in private corporations. Through an analysis of the questionnaires carried out in the Center, there revealed various problems, such as how the electronic system can go along with printed references. Based on this study, the perspective in digitization of the library system is discussed, which leads to the future information managing system in a company.

    IT-rization in Indonesia is falling behind far in economic crisis. The diffusion rates of the Internet is only 1-2%, and there is no proper IT business itself yet. The state IT synthetic plan (Nusantara21) that it is settled on in 1997 virtually is deadlocked because of the slow progress. And another basic plan (Telematika Indonesia) which takes its place in 2001 lacks concrete goal for execution and actuality. The biggest subject is the exhaustion of IT-talented people, and strongly expected that real IT talented people rearing is carried out with support of the foreign countries such as Japan.

    The National Museum of Modern Art, Tokyo (MOMAT) was founded in 1952, and it celebrated the 50th anniversary in 2002. MOMAT is comprised of the art museum, crafts gallery and the National Film Center (Archives), and is showing modern and contemporary fine art, crafts and movies. In January 2002, after long term reconstruction of the art museum, the museum’s exhibition space was expanded to about 4,599 m2 and the new art library opened to the public. The author introduces the Information system for museum collection including the kiosk terminals for museum visitors located in the Information Corner at the 3rd floor of the museum, and is describing the original ideas on how to develop the system. Also, he introduces the art library that collects about 80,000 books and exhibits catalogues, and 3,000 titles of journals.
