    This paper is the latter part of the series. The former part surveys fundamental information retrieval technologies utilized in the Web search engines. The latter part introduces recent topics related to the Web search engines technologies. The following five topics are described in this part; 1) advanced link analysis methods, 2) specialized Web search engine architectures, 3) user adaptive Web search methods, 4) recommendation links and advertisement, 5) search engine spam problem.

    The paper summarizes some of the activities in Germany and Belgium to better manage and utilize the intellectual properties created from the research results of the universities: 1) German research policies; 2) the Bavarian Patent Project of the Ludwig Maximilians University Munich (LMU) and the Technische Universität München (TUM) with cooperation of the Bavarian State and the Fraunhofer Institute; 3) the TLO activities of the Ghent University (RUG) and the Catholic University of Louvain (UCL); and 4) their research parks. Based on the comparison with the above, it also covers the activities of the Nara Institute of Science and Technology Institute (NAIST) such as the establishment of “Intellectual Property Headquarters”, the management and utilization of the university intellectual properties, as an example of those of Japanese national universities.

    This paper introduces the overview of Bluesilk®, which is an assistant tool for industry-university collaboration. Bluesilk® enables to directly extract relevant key persons, companies, key technologies and products by means of data mining technology and natural language processing, which analyze a typical text data on the Internet or intranet. Bluesilk® does not rely on technical terms, instead it allows to input any sentence ones like to use (comprising natural words) because the intellectual engine extracts relevant terms by itself and search with those terms. Advanced search tools like Bluesilk® are expected to become more common and to push the patents distribution more ahead.

    The OPAC system of the Institute of Developing Economies Library, JETRO contains not only bibliographic data of books and periodicals, but also periodical article indexes data regarding the developing countries, and it is a feature that these data can be searched together. Moreover, the creation of new-arrival lists and “new-arrival alert service” are carried out as current awareness service using this database (a sort of SDI service). Especially “new-arrival alert service” is service for the distant users. They just register fields they are interested in on the Internet, so that the proper bibliographic data is distributed to them by e-mail periodically. We intend to use this service for digging up new users or for finding and grasping user needs.
