    Open access of electronic journals reached a new stage when the National Institutes of Health (NIH) decided on a Public Access Policy for funded research results recently. In September 2004 they proposed a plan requesting researchers who received NIH research funds to submit their final manuscripts to NIH's PubMed Central within 6 months of publication, to be freely available, and asked for public comments on that plan. After considering those comments NIH announced the final policy in February 2005. That policy differed from the proposal in that the deadline date for submission was extended to 12 months from the original 6. The policy was to be effective on May 2, 2005. The history, background, and initiatives which contributed to this decision and comments and arguments from related organizations, scholarly societies, and publishers are described. Finally, its implication for society publishers in Japan is discussed.

    CENDI is an interagency group of senior Scientific and Technical Information (STI) managers from twelve federal agencies in United States. The members are from National Libraries or Information Offices under each agency and other related institutions. Through cooperation among members, CENDI aims to achieve grater accomplishments than individual agency can and to improve the productivity of federal science and technology based programs by effective STI support system. CENDI was established in 1985 under Memorandum of Understanding among four agencies and then new agencies joined up until the present. Its root goes back to Committee of Scientific and Technical Information (COSATI) in early 1960s. Regular meetings and the secretariat are organized and its activities include working on congress and activities by five working groups; Content Management & Access, Copyright & Intellectual Property, IT Security & Privacy, STI Policy and Science.gov Alliance.

    Linking between electronic articles and database records is a vital feature of electronic journal systems. J-STAGE, an electronic journal platform operated by the Japan Science and Technology Agency (JST), uses the JST Link Center to link its journal articles with databases and other electronic journals. Its concept, features, and architecture of the JST Link Center are discussed, as well as new features to be developed in the near future. Data are shown how it helped increase access to J-STAGE journals. The future plans of JST Link Center are also discussed.

    Extreme Ultraviolet Lithography System Development Association (EUVA) was established in 2002 to develop EUV lithography technologies, in particular EUV light source and projection optics. EUV exposure tool will be put in the market in 2010 and be used to manufacture 45nm hp semiconductors. EUVA is active to disseminate information on its research activities and the objectives of EUVA. The information system at the EUVA headquarters including file management, structure of Web site, and tele-conference system using Internet is outlined in this article.

    Japan Agency for Marine-Earth Science and Technology (JAMSTEC) owns many research vessels, submergence vehicles and investigation observation equipment. Those observation equipment always acquires a vast quantity of observation data. The authors are doing the work for exhibiting the acquired observational data by the Internet quickly. The outline of many data sites is reported in this report.

    The author describes the roles the Information Center plays in OMRON Corporation and the services it provides. The environment, size, and facilities of the Information Center are first introduced, then the following is briefly described focused on the daily tasks at the Center; the introduction process of the library control system, the actual operation, the skills in collecting materials necessary for its users, the method of keeping and arranging the materials based on the actual usage, and the use of external organizations to make up for its lack of information and materials. She also describes the design concept of complementary tools that help the users to feel the center closer and use it effectively, and the PR activities using those tools.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of the U.S. from the 1993 Clinton administration to the current Bush administration. And then it describes digital economy, new type of economy by IT, information security and electronic government. And last it mentions the Network Information Technology R&D, an R&D program related to computer systems.
