    Japan Chemical Substance Dictionary (“Nikkaji”) is a chemical registry database for organic compounds developed and maintained by Japan Science and Technology Agency (JST). The database now contains more than two million records and has been released as “Nikkaji Web” via Internet free of charge since March 31, 2005. Each record includes chemical structure, chemical names, molecular formula, molecular weight, legal numbers and so on. Not only textual search but also chemical structure search are available on “Nikkaji Web”.

    JAMSTEC has obtained many results from previous studies such as the deepsea research using the deepsea survey system (e.g. the manned deep submersible research vessel "SHINKAI6500"), and has archived those results including the video images, the publications, various observation data disclosed by not only overseas but also domestic research institutes. And GODAC has constructed and published GODAC system as the database at a public release site of information about the oceanographic and the earth's environment for the public, educator, and researcher. As the main function, GODAC system has the following four functions. 1) Database system for video images of deepsea research survey, 2) Database system for published documents by JAMSTEC, 3) Database system for earth observational data, and 4) exhibition lounge for public use.

    The Graduate School of The University of the Air has been utilizing an Internet videoconference system on trial bases as a means to hold group mentoring sessions for students who write their MA theses. In this paper, its history and present situation will be described in detail. In addition, notable features and problems inherent in mentoring and assisting students synchronously and interactively in distance education setting will be pointed out. Future possibilities for expanding its usage and developing new areas of learner assistance will also be discussed.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of Japan, and describes the IT budget and the IT infrastructure. Also it mentions the ubiquitous network society and the latest market situation of electronic commerce. And last it mentions personal information protection, which is becoming one of the big issues of the IT society.
