    The author tested three experimental hypotheses about present situation of human resources in intellectual property field. First, It is found that most human resources come from other divisions, secondly, almost all human resources come from a scientific background, and thirdly, what human resources come from does not correlate with patent skills.

    There are many databases to search for domestic scientific journals having various backgrounds and purposes, such as JSTPlus (Japan Science and Technology Agency; JST), JMEDPlus (JST), Ichushi Web (Japana Centra Revuo Medicina), CiNii (National Institute of Informatics), JAPICDOC (Japan Pharmaceutical Information Center; JAPIC), Medical and Pharmaceutical Proceedings Full Text Database (JST), J-STAGE (JST), Medical Online (Meteointergate Inc.), NDL-OPAC Japanese Periodicals Index (National Diet Library), SOCIE (JAPIC). However, there seems to be no verified precedent which tells us how and what kind of databases we should search in order to find prior arts against patent applications. This has driven us to verify 1) databases which contain articles that have been actually employed to prevent patent grant or to revoke patent, and 2) whether we can find domestic articles which are effective against intrinsically unpatentable applications by searching these databases, by information written in patent specification. The results tell us JSTPlus, JMEDPlus and Ichushi Web are especially effective in order to find domestic scientific articles as evidence to disconfirm the patents, and we could find all actually accepted domestic scientific articles as evidence in real prosecution history, by search queries such as keywords in patent specification, inventor names, or the affiliation of the inventor.

    In order to gather information mainly of academic resume, Tohoku University Information Database has been upgraded several times and in operation. This paper is a status report through the experience as the person in charge of operating DB within the institute and reviewing research activities. It will report; (1) introduction and evaluation of various functions of the DB based on actual practice, (2) importance of the user’s role in the process of database construction, (3) the strategy and example of database construction and its operation without programming skills, vast funds and manpower, as a case example for “Information literacy in your hands (serialized in this journal)”.

    Interest for Archives has been increasing in Japan since “the Committee on proper management of governmental records including proper preservation and use” held by the Cabinet Office. The committee made it clear that there were some problems in archival system in Japan, such as issues on records transfer to the National Archives from each agency or not managing life-cycle of records from active to inactive. Also there were problems concerning no establishment of professional system both in records management field and in archival one. Good archives will depend on appropriate management of active records. This is a same challenge for local governments or private entities.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of Sweden, and describes a basic IT policy, “Information Society for All”. And next it mentions the IT clusters. Last it describes the digital game industry as one of the IT industries and “IT Policy Strategic Group”.
