Japan Science and Technology Information Aggregator, Electronic (J-STAGE) is an electronic journal site operated by Japan Science and Technology Agency (JST). It helps academic societies in Japan to publish their journals electronically. As of the end of February 2006, 269 journals and 90 conference proceedings are available online. About 176 thousand articles are loaded on J-STAGE. Over a million of pages are viewed and more than 300 thousand of full-texts on J-STAGE are downloaded in a month. About 70% of the accesses to J-STAGE come from 120 foreign countries. About 60% of the accesses to the articles on J-STAGE come through the links from other sites, especially through the links from bibliographic databases like PubMed to full-texts. Since the articles published some years ago are still needed, JST has begun the Digital Archive Project in 2005 to digitize Japanese major journals back to the first issues and make them available online.

    JOURNAL FREE ACCESS
We will introduce two important features of JST Link Center, which provides an electronic journal site J-STAGE operated by Japan Science and Technology Agency (JST) with a linking feature. One is a mechanism, which enables Google to crawl J-STAGE articles via the Internet. This enables users to retrieve fulltext keywords of J-STAGE on Google, or Google Scholar. The other is showing a link to citing articles with CrossRef Forward Linking service since May 2005. This enables users to reach the articles, which cite J-STAGE articles beyond J-STAGE journals while we have shown those within J-STAGE so far.

    JOURNAL FREE ACCESS
In order to investigate an effect of electronic publication on circulation and citation of domestic journals, we compared the number and the regional distribution of articles citing the journal articles accessible through J-STAGE, with those when the journals were distributed only with printed version. In addition, interviews with a few societies whose journal(s) are on J-STAGE and a questionnaire survey for citers of these journal articles were carried out. The results show that J-STAGE can promote the circulation, but it is necessary to improve quality of journals and their articles to positively affect their citations.
