    The first edition of the International Patent Classification was put into effect to adopt a unified patent classification system. It didn’t seem, however, that the former editions of the IPC had sufficiently achieved such an objective. The eighth edition of the IPC, which was put into effect in January 2006, was designed to reform the IPC rules, taking into account the failures in the past, in order to accomplish the original target of the IPC. Then, we drastically changed its strategies for the purpose. This article gives an overview how the new IPC has been planned to achieve the original objective by comparing it with the former IPC.

    Patent search is very important for both the selection of the technology to be licensed and the negotiation of a license agreement. Both Licensor and licensee shall conduct the sufficient patent search beforehand. In case of plant license it is common that the licensed technology consists of various technologies or elements. So the items for the patent search will be very large. The daily work to check and review of third party’s patents will be necessary for the licensor to secure its own technology and the party that wants to be granted a license shall select such party that is reliable and/or has rich experiences of licensing.

    NetCommons is an information sharing platform provided as a GPL open source program. While NetCommons is a content management system, it also has the groupware and e-learning function which is not found in other leading content management systems. By introducing NetCommons, users can easily start a one-stop service on single Web server. Especially in the case when educational facilities introduce NetCommons, they can unify several distributed systems such as school homepage, e-learning, groupware and information archives into one at low cost. In this paper, we explain the basic functions of NetCommons, and at the same time introduce some practical examples.

    The recent proliferation of the so-called Web 2.0 information services can be considered the result of the convergence between the open-source and open-content phenomena. In this paper, we will describe basically how the open-content derived from the open-source movement, and how the Creative Commons is contributing to the spread of this free culture.
