With the advancement of biotechnology, several issues surrounding the patent protection of biotechnology related inventions are often debated. In particular, recent discussions focus on how specific should a biotechnology invention be developed to be patentable, and if the protection is granted, then how far could the right be enforced. These new questions stem from the trend to seek patent protection for breakthrough biotechnology inventions, in its early stage of development where it is highly difficult to specify the subject matter. This speech discusses patent protection of biotechnology from the perspective of how patent protection should be in case where the technology remains informational and unspecific.

EKOSS, which stands for Expert Knowledge Ontology-based Semantic Search, has been developed for the sharing of scientific knowledge using Semantic Web technologies. The EKOSS website provides a publication environment for scientific researchers where they can create by themselves computer-interpretable semantic descriptions of their knowledge resources, such as papers and databases, using ontologies based on description logics and publish those descriptions together with their knowledge resources. At the same time, through the use of inference based on description logics, a person using the EKOSS semantic search system to look for scientific knowledge can more accurately find the knowledge that best matches his or her knowledge requirements. Because the EKOSS approach makes it possible for computers to match knowledge resources and requirements semantically, we hope that the EKOSS system will support not only sharing of scientific knowledge between researchers, but also more effective knowledge transfer to other members of society.

This paper describes how to promote e-resource services in academic libraries based on the case of Kyushu University Library. It is necessary for contents development to establish the financial base for e-collection and be conscious of a library’s responsibility to the users. The knowledgebase management and the combination of electronic services, such as OpenURL link resolver, A-to-Z list, and OPAC, are effective for enhancing visibility of e-journals. For the maximum use of e-resources, academic libraries should be reorganized with integration of management, service, and technical sections specialized in e-resources.
