The present conditions around library and information professionals have been shown and analyzed with “AnVi seers” supported by JST. Library and information services, management including human resources and technologies are grasped as the key factors, that are also found in the training programs offered by CILIP and SLA. The conclusion of above observations and analysis implies that the brighter future for library and information professionals lies under the refined managerial skills and ability to handle interdisciplinary information.
This paper discusses the recent state of open access publishing focusing on scholarly societies in Japan. The Chemical Society of Japan introduced an open access option which results in a clear difference in the number of downloads between OA papers and non-OA papers. It also shows a certain difference in cited times, but it is found that it is related to reviewing time rather than OA. Few other Japanese societies do open access publishing. Many of them provide e-journals free of charge but do not have clear policies toward institutional repositories. It is a result of the unique situation in Japanese scholarly publishing in that they do not operate at high profit margins. This situation gives Japanese societies a good chance for implementation of OA. Scholarly publishing in Japan, along with researchers, should take advantage of this depending on each situation.
In June 2008, the Medical Library of Shinshu University started on the following two services called the New Service toward hospitals in Nagano accepting residents of Shinshu University as a support to the community medical care; 1.JDream II service at the special price as a consortium, 2.Document delivery service by applying through the internet. In May 2009, the hospital library has been established in the Shinshu University Hospital. Our services for them are purchasing medical materials and giving various information. Here, I report the course and the present of the new service and also an outline of the Shinshu University Hospital Library. I expect that these services improve the document delivery service for the related hospitals and for the patient.
JST conducted questionnaire in Dec. 2008 for investigating how companies deal with installing e-journal systems and rising price of foreign journals. The results showed that installing e-journal systems at companies is delayed, and the rising price of foreign journals is a serious problem for the companies.
