    An articulation of big data era is given as interplay of data users and producers to explore new dimensions with respect to time, space and thought. Pragmatic meanings of big data are explained through exemplars of three projects on big history, big map and data science for materials design. Key guidelines of data services in our current society are summarized to go beyond the confusions after 3.11 Great Japan Earthquake Disaster, which implies essential issues for data driven proactive actions in crisis management, getting rid of the state-post factum reactive explanations.

    At NICT (National Institute of Information and Communications Technology) we are now developing a new research environment named “Science Cloud”. The Science Cloud is a cloud-computing environment, which connects many researchers with high-speed network (JGN-X). It also provides the researchers with rich computational resources for research studies, such as super-computer, large-scale storage (disk) area, data processing parallel cluster workstations with GPGPUs, licensed applications, DB (database) and meta-DB, and communication devices. What is paid attention is that a user simply prepares a terminal (low-cost PC) to make use of the resources. After connecting the PC to JGN-X, the user can make full use of the rich resources via L2 network. Using communication devices, such as video-conference system, streaming and reflector servers, and media-players, the users on the Science Cloud can make research communications as if they belong to a same (one) laboratory: they are members of a virtual laboratory.

    This paper explains how America Invents Act (AIA) affects patent search practice. In particular, AIA switches from a “first-to-invent” system to a “first inventor-to-file” system for a patent application whose effective filing date is on or after March 16, 2013, therefore, it changes the scope of prior art. The paper also explains procedures and systems modified and/or introduced by AIA, which could affect ways to utilize prior art found through patent search, such as preissuance submissions by third party, post-grant review, and supplemental examination. Preissuance submissions by third party are inexpensive and could prevent an issuance of a patent to be invalidated later. Post-grant review is a newly created system that does not limit grounds of invalidity. It could be said that AIA increases the importance of patent search.

    The Institute of Developing Economies (IDE) Library has wide collections of statistical materials and social science literature from developing regions collected comprehensively for more than a half-century. This article first explains how statistical materials are collected, put in place, and made publicly available. Then, it reports on the current state and trends of official statistics in such regions. It also outlines how international comparative statistics are complied and publicized by international organizations, and how open data policies have emerged worldwide in recent years. Finally, listed are some useful statistical resources.

    The Japan Science and Technology Agency (JST) renewed J-GLOBAL which had been exhibited as a beta version from 2009, and released the formal version in September, 2012. The service of J-GLOBAL formal version was designed by comparison verification of the concept of J-GLOBAL and a search behavior model. The search engine function and user interface are separated in the system configuration of J-GLOBAL of the formal version. Such a system configuration serves with the pliability of system extension. The function and the feature of the J-GLOBAL formal version are introduced together with a service design in this paper.
