    The 20 ITS World Congress Tokyo 2013 is going to be held in this October under the theme of "Open ITS to the Next". Next-generation ITS will address a variety of traffic-related issues, including the environment, energy, safety and efficiency. In addition, it will contribute to enhance quality of life while answering society's need for accurate and prompt responses to disasters and other unexpected events. ITS is required to be the base for offering opportunities to the players across the fields in global scale, and bring the network society with a common platform structure to enhance the local/regional collaboration.

    "Law on the use of the number to identify a specific individual in administrative procedures" was enacted in the 183rd session of the Diet. In this study, we firstly explain the background and a brief outline of the Law. Then, we make a comparative study of administrative control on the use of identification numbers to share personal data between governmental agencies and privacy impact associated with the use of identifiers that consist of visible and writable numbers, codes for data exchange and identifiers that is used for authentication. More specifically, the comparisons are with Austria as a representative country for the multisectoral model and with the U.S. as a representative country for the flat model.

    Open source programming language Ruby has attracted attention in information technology industry, which was invented and opened from Japan. The language specification of Ruby was confirmed as an International Standard, ISO/IEC 30170 in 2012. This process will improve the stability and reliability of Ruby, and the expansion of the business use of Ruby is also expected. This paper shows the background why Ruby and Ruby on Rails attract attention, on the strength of Open Source business models. And it also shows the fruits and issues of local industry promotion of Matsue City, using Ruby as a regional resource.

    The Japanese Association of Medical Journal Editors (JAMJE) consists of medical journal editors from the 112 specialist medical societies comprising the Japanese Association of Medical Sciences (JAMS). In the 2008 inaugural meeting, JAMJE set out four objectives of its activity: defending medical journals' and their editors' freedoms and rights; enhancing medical journal quality; developing publication ethics; and building international partnership. The association drafted a publication guideline which responds to the objectives. The guideline incorporates what the "Policy statements" and the "Syllabus for Prospective and Newly Appointed Editors" of the World Association of Medical Editors (WAME) and the "Uniform Requirements for Manuscripts Submitted to Biomedical Journals" of the International Committee of Medical Journal Editors (ICMJE) cover, with Japan's local conditions reflected. It has four chapters corresponding to the JAMJE's objectives.
