    Although misconduct in research and publishing is not a new phenomenon, developments in information technology have had important effects. Computer software not only makes it easier to commit some types of misconduct (such as plagiarism and image manipulation) but also provides tools that can detect such misconduct. Electronic publishing also allows corrections and retraction statements to be directly linked to the affected articles, thus making it easier to alert readers to problems. Despite the availability of powerful tools, handling cases of suspected misconduct requires careful judgement. Journals and institutions should therefore have good policies and procedures for such situations. The Committee on Publication Ethics (COPE: an international body with over 9000 member journals) is one source for advice on these topics and its work is described. It is also important for journals and institutions to cooperate over cases of suspected and proven misconduct. A recent case provides a good example of effective investigation and cooperation by Japanese institutions.

    Recent news on misconduct by Japanese researchers has had an impact on Japanese society. The scandals surrounding misconduct have highlighted the importance of ethics to researchers, students and editors, as well as the general public. However, under the pressure to publish, researchers can occasionally be tempted to commit such misconduct in any country. Journal editors are obliged to be deeply involved when such misconduct is discovered. Further, technological developments in publishing make it easier to commit misconduct regarding authorship, fabrication, falsification, plagiarism. Journal editors must constantly be aware of such possibility and also as to how such situation must be dealt with. In addition, it is important to provide an environment where such misconduct cannot occur. Fortunately, useful information from reliable organizations such as the Committee on Publication Ethics (COPE) is available. Journals must pursue publication of high impact articles but also fair articles.

    The purpose of this article is to examine new library and information policy, Libraries for Life (the Library 2020), in Singapore. The first library and information policy, the Library 2000 (1994), developed the infrastructure of public libraries and national library in the country. The second policy, the Library 2010 (2005), formulated a blueprint for the digital environment of libraries and enhanced the excellent internet services for users. The Library 2020 focuses on strengthening reading and information literacy skills. Libraries of the future in Singapore are expected to the place which combines Singaporeans with various backgrounds and create Singapore culture.

    Standardization is a basic method to keep quality and compatibility of industrial products, and to promote production and distribution effectively and rationally. Recently globalized economy makes international standardization more important. The world trading agreement recognizes the importance of international standards to avoid the technical barriers to trade. Chemical industry globally supplies materials to other manufacturing industries, such as automobile, electro-device, etc. Especially, fine chemicals play a key role as a source of Japanese industrial competitiveness. As this view point, chemical industry is required tactics of international standardization as well as intellectual properties strategy, based on close communication with value-chain. Japan Chemical Industry Association published "Position of Chemical Industry on International Standardization" in 2013. The publication studied five cases, which strategically indicated a new viewpoint of planning to standardization for chemical industry.

    This article introduces the concepts of open access (OA) publishing and provides an overview of the main OA options available including the advantages and disadvantages of each approach. The current OA landscape is described focusing on to the role of funding agencies in driving the adoption of OA. We look at OA publishing within the chemical science community and introduce how the Royal Society of Chemistry is supporting the community as the publishing industry evolves and adapts to offering a greater number of publication options, both OA and non OA to authors.
