    This paper aims to consider the significance of the new station installation from the viewpoint of adjustment between urban area extension and public transportation system in local city region. We grasped the actual condition of new station installation for the local city region. And we also clarify the actual condition of the urban area extension and public transportation system for 6 urban areas. After the basic analysis we verify the adjustment between the extent of urban area and the public transportation system. As the result, we find that there was the extension of service area by the new station installation. However there were many cities where the ratio of service area occupied in urban area have lowered. Therefore there are the subjects such as the adjustment between extension direction of urban area and public transportation system.

    Several Asian countries which have achieved rapid economic growth seem to have similar characteristics regarding national development policies, which usually aim to correct regional disparities. The paper sets a hypothesis that these policies are strongly characterized by political "developmentalism", and then tries to prove it by using actual cases of Japan, Korea, Taiwan, Malaysia and Thailand. Developmentalism has sought industrial agglomeration for national economic development, but has simultaneously tried to maintain the backing of public opinions by advocating the correction of regional disparities and ensuring the distribution of the fruits of economic progress to the people all over the nation.

  • Comparison of three Participatory Experiences in Pakistan

    Communities in developing countries possess enough potential for self-organization to solve their small-scale sanitation problems at neighborhood level through volunteer actions and self-financing because of their traditional social relationship based on dense social networks, which generates trust for mutual cooperation and volunteer actions. Government agencies can take advantage of this potential of self-organization and volunteer cooperation of such communities if a trustworthy atmosphere of working together is established. The cases of government-led participatory approaches experienced in Pakistan suggest that government agencies usually failed to restore trust in communities due to asymmetries and inequalities in the role and powers given to the communities. Three participatory experiences are described in this paper. The first case described in this paper is about Orangi Pilot Project (OPP) where communities took control of their neighborhood level environmental sanitation through self-financing and volunteer cooperation. The second case describes that government-led community participation based on the ‘internal-external' model failed because distrust emerged due to the asymmetries and inequalities in the role and powers given to communities. The third case of Faisalabad Area Upgrading Project (FAUP) demonstrates that the asymmetries of collaboration between government agencies and communities can be minimized through the framework of equitable partnerships. Equitable partnerships can generate trust by providing communities with equal role and power in decision-making in all stages of planning process.

    This paper describes the field survey of Wayside shrines in Kawachinagano city and illustrates the method of building of the Geographic Information Database System. GIS software is used to display Wayside shrines distribution in the city and their distribution is analyzed using the GIS capabilities. Analyses show that there are three religious types: 1) Linked with Shintoism (21%), 2) Linked with Buddhism (74%) and 3) Others. Their locations are 45% along the road sides but do not have fixed orientation. It is observed that 73% of Wayside shrines have fresh flowers. This means that Wayside shrines are still alive in the city. 80% of them have roofs but their types and materials of roofs are different. The Wayside shrines are found in the old areas but rarely observed in the newly built up areas of the city.

    A streetscape in the district of Den-enchohu is better than in other areas. Because some community charters are contracted by many residents and illegitimate constructions are monitored by the residents. However, a hypothesis is thought that the beautiful streetscape is generated on the individual rationality, Because this enhances the value of the property. Therefore, it is necessary to show that the collapse of the streetscape in Den-enchohu is whether or not social dilemma included the characteristic of free riding and system-fragility. In addition, it is unknown the method to control the illegitimate constructions. In this study, we can find that (1) situations in Den-enchohu are the social dilemma and (2) a community body in Den-enchohu uses some methods of the escalated control, which corresponds each characteristics of the illegitimate constructors.

    The planned development design system by conviction applicant was introduced by the revision of Building Standard Law in 2002. The aim of this system was swiftness of permitting procedure and easing the Floor Area Ratio Restriction. The purpose of this paper is to analyze the applications of this system in specific administrative agency all over the country. The results are as follows; (1) This system is applied by local governments in the provinces. (2) In urban areas this system is not applied, because it causes some influences on the environment in housing and construction troubles.

    To define regional boundary is not easy task now, as personal behaviors have scattered out and IT technology have extinguished physical barriers now. This study aims to apply the methodology to designate regional boundary based on the probability of the place name selection. Name of offices that contain specific place name are derived from DVD telephone directory as the data source. The boundary of Tokyo Metropolitan area is examined by this study, and its exurbs are also identified. The results indicated that the functional connection to the central city is very important factor to control local regional perception.

    This study clarifies a measure management trend of a comprehensive plan in local governments, using a questionnaire, from a viewpoint of IT, community plan and progress management. The findings can be summaries as follows; each IT, community plan and progress management tools are getting introduced, but there are not enough relations with comprehensive plans. Measure management of advanced local governments divided into 4 types. Depending on the features of the local governments, it can be found 3 direction of a measure management of a comprehensive plan; emphasis on community, emphasis on IT and integration of these multifaceted tools combine both community and IT.

    A purpose of this study is to offer the data about status of women professional officers in local authorities in the field of architecture and town planning, and to know the conditions for women to continue working, to advance to position of trust, and to put women's perspective to good account in the work. Recently, many women professional officers work in this field in local authorities, but its level is still behind another fields, and only a few women are on managerial posts. On the other hands, the women's perspective witch have been acquired through the domestic life is expected to be displayed in the work.
