Under the hatchery stock enhancement program of Hokkaido, enhancement activities are a key aspect of commercial salmon fisheries in Hokkaido. Regional salmon enhancement program associations play a vital role of producing and releasing hatchery-reared fish, in collaboration with large-scale set net fisheries enterprises, fisheries cooperatives, and local governments. This paper was to analyze socioeconomic conditions that develop salmon enhancement programs in Kitami region. Kitami Salmon Enhancement Program Association (KSEPA) relocated hatcheries facilities in terms of economic efficiency, and made efforts to technological improvement for the rate of salmon returning. An increasing turnover of salmon fisheries bought the financial stability of KSEPA, thus enabling the sustainability of salmon fisheries.

This study conducts questionnaire surveys on Tokushima whitebait fishermen and analyzes their opinions on the fishery collaboration and incorporation.

The survey shows the young generation tends to disagree to collaboration and incorporation widely. Especially, they strongly oppose to sharing the vessels for fish finding and transport. Compared with men, women tend to accept processing whitebait together and sharing vessels. In the choice experiment, women’s MWTP towards shortening working hours is higher than that of men. The result is reasonable, considering that women play a main role in the whitebait processing.

This paper examines the horizontal and vertical development of salmon consumption. The demand for salmon is increasing with the change in the mode of consumption from grilled to fresh meat (quantitative development) and the location of consumers from those live in Northern high latitude to Tropic and to Southern high latitude (geographical development). Increase in demand is fulfilled by the continuous increase in the Atlantic salmon culture that occupies 76% of the total production. As salmon culture in the new location develops, the increase in supply with affordable price permeates salmon into low-end consumers. On the other hand, naturally grown Pacific salmon, which cannot be served as Sashimi, is reassessed by high-end consumers because of its scarcity, eco-friendliness and healthiness.

The purpose of this study is to clarify a deficient subject and viewpoint on the 2018 amended Wholesale Market (hereafter WM) Act, through analyzing of fish wholesalers’ motivation for expanding the business domain toward middle wholesalers with focusing on their mutual relationship forming fundamentals of the WM system such as trading and pricing. In particular, this paper mentions changes in the WM policy from features of the latest amended WM Act including 1999 and 2014. After that, we investigate the actual condition of a relationship between wholesalers and middle wholesalers with the example of Tsukiji and also indicate a distortion occurring inside of the system.
