  • “Considering University’s Role and Contribution to the Pro-fisheries Human Resource Development”

    Japan Regional Fisheries Society (JRFS) had a couple of symposium on pro-fisheries human resource development (PRD) to discuss the contribution to local economy as university’s missions and on the seminar/programs in fisheries sector. “Internalized-mission-by-policy-guidance” started the former. The latter in which some researchers participate is a type of fishermen’s business improvement. The symposium pays attention to the followings. 1. University’s contribution activities to regional revitalization. 2. To build/maintain the practical relation between PRD-programs and university researchers. 3. Progress, variation and deepening of (1) and (2). These points are also to discuss “Interdisciplinarity” which is one of the JRFS’s keystones. Four reports analyzed each initiatives of three local universities.

  • “Marine Cybernetics and Regeneration of Fisheries Prefecture Nagasaki”

    The Faculty of Fisheries, Nagasaki University has run an adult education curriculum “the marine cybernetics program” since 2007 as a 2-year course. This program changed to 1-year course in 2017. Until now, 100 or more persons have graduated from this program. The multidisciplinary approach is a basic philosophy of this curriculum. The graduates are expected to become the talented persons such as the leaders which solve many problems which occur in the activities of fisheries related business. This program was joined to the faculty students’ seminar in 2017, and they obtained the opportunity of practical learning. Cooperation with graduate education is now under arrangement as a plan for next reform.

  • Observing the Industry-Academia-Administration-Finance Cooperation, the Revision to the Light-Weighted Program under Budget Cut and Its Operation with University Curriculum

    This describes the characteristics of the educational course “Cybernetics Program” designed for working people in fisheries sector which Nagasaki University offers. This continues since 2009 and over 110 students have graduated. The history made the unique partnership among industrial-administrative-academic-financial-sectors and official cooperative agreements with some local governments. The professors participate in the program increased their experience of solution and talk students their experience at lectures to understand how to use expert knowledge. The structural problem, however, is not solved. The university budget is not distributed to the program because of restraint. The university missions internalized by the policy such as the Cybernetics Program faces with both sides of the local/rural community’s expectation and of insufficient budget.

  • A Case Study of South Ehime Fisheries Research Center

    This paper presents the case study of the South Ehime Fisheries Research Center (SEFREC) for 12 years. Evaluate the efforts and results of resident research institutes on regional collaboration and human resource development. In addition, this paper examines how to create relationship with local stakeholders, the interaction between the region and theories, and how to create fixed relationships.

    SEFREC also responds to issues from local stakeholders, while producing cutting-edge research results from large projects. The Regional Collaboration Promotion Office responds to stakeholders. The Regional Cooperation Support Office operates a regional special researcher system supported by faculty members of SEFREC, and accepts local government officers and fisheries cooperative association staff as special researchers. Another is the recurrent education that accompanies the large projects mentioned above, and accepts fishermen, fisheries cooperative staff, and government officer as students. This paper examines the issues related to regional cooperation and human resource development based on the results of SEFREC.

    A deeply qualitative and comprehensive discussion of symposium is summarized. The internalized missions by the high education policy accelerates the university’s contribution for regional economy. However, it is difficult to have outcomes for research, education and contribution for regional economy, respectively. Skillful works such as concern and co-ordination among university researchers and those who have the problem are necessary. A university’s systematic effectiveness does still not always make sense.
