As part of the debate over Japan's loss of international competitiveness, the paradigm shift in manufacturing is paramount. In Japan that has achieved a position as a leading manufacturer of standardized products through process innovation, the current challenge is product innovation. Education reform is the key to creativity and diversity required to overcome this challenge. Since the essence of manufacturing is "human interaction" based on human dream. There are many issues of human co-existence with the earth including environmental problems and the progress life sciences. Aiming to be a global center of excellence, the mission of engineering education is to develop a value system incorporating Technology, Wisdom and Ethics to create a new point of view for the challenges.

The role of engineers is discussed from a variety of viewpoints. First the missions of engineers and scientists are compared, and they are characterized as creators and finders, respectively. Then the professional certificates of engineers of USA, UK, European continental countries and Japan are compared. The connection between engineering education in universities and the conferment of professional certificate is also compared. Finally the tasks and difficulties that the next generation engineers shall break through are discussed.

Before three years, I have thought about the importance of engineering ethics and tried teaching it as a teacher of civil engineering, the institute of technology. At the graduate course, I taught it against three students and made them discussed for a long time. And at the undergraduate course, I taught it against above hundred students. Then I knew that the effects of this class are of no good without pre-explanation of the matter but are increased by the discussion between students. Through this class I felt changing the minds of students about engineering ethics, and necessary of new methods of teaching and learning about engineering ethics.

This paper reports the concrete educational effects in the process of constructing "the straw leaning tower" and "the jumping machine", both of which need some specialized knowledge of the mechanical engineering. Although building up the practical objects is necessary for bringing up the students inquiry ability and creativity, the first year trial shows that it often fails without enough preparation and that constructing the ideas with the creative thinking way and the precise plan to realize them are indispensable. In the second year the practice of FD(Faculty Development) remarkably improves the both creativity of the straw leaning tower and jumping machine.

Department of Social and Environmental Engineering, Hiroshima University offers a knowl-edge-review oriented PBL "Paper Bicycle Project", which is the exercise of building and racing a manpower vehicle made from paper products. The aim of the exercise is not only to encourage the problem definition/solution abilities of students but also to provide them with a comprehensive and stiff understanding of what they learned in classes through the process of design and manufacturing of Paper Bicycle. Presentation meetings are held on several stages of exercise to evaluate the quality and rationality of the achievements. This leads to an improvement of the presentation ability of students also. The post-exercise questionnaire to the students has captured a high evaluation.

"Students' Voluntary Research Projects" for the freshman and the sophomore at Akita Prefectural University are established and tried. In this system, students are given an opportunity to conduct extracurricular researches of their own by consulting their academic supervisor. In addition, the purpose of this system is to make the student learn empirical study at the extracurricular time. We report on the passage of this system.
