    In order to obtain future prospects of NCT, it is essential to find the practical approach to solve the problems such as a regal system which ensure authority to grant a bachelor' s degree in engineering, as well as the image of creative engineers and frontier of which they will tackle with. Former will be obtained by passing over the accreditation process of Japanese Accreditation Board for Engineering Education (JABEE), and by establishing the second pole of higher education system for professional engineers, based on multiple phase cooperation with University of Technology. For education of creative engineers, "Problem based learning (PBL) method" and "Cooperative educa-tion (COOP) method", the later is something to do with the concept of "education jointed with society and community", are expected to be effective. A model system evolving new functions, which will work as seeds of "brain industry", created by "Idea", or "Wisdom" born from human brain, is proposed as frontier of infinite possibility.

    The present state of cooperation between the university of technology and the college of technology was mentioned on the JABEE trial for mechanical engineering of Nagaoka University of Technology in 2001. Four types cooperation programs were proposed on the account of the confirmation way to the obtained units and their scholastic ability level using the results of questionnaires among the college technologies. In this trial, The JABEE comity advised the following comments after the trial. 1) construction of a mutual improvement system of education between the university of Technology and the College of technology 2) engineer ethics education. 3) adjustment of scholastic ability among the admitted students 4) evaluation system of the educational contribution 5) method of authorizing unit and it's bases for admission students 6) internationalized education program.

    In this article, the present state and the prospect of creative education of Kanazawa Technical College are described. Features in its creative education are creative engineering designs, english conversation projects combined with the computer education by native teachers and the education for character building. These have been constructed systematically, especially creative engineering designs. Creative engineering designs have been composed of three genres, items using the basic matter of the science for 1 and 2 grader, items based on the special engineering for 3 and 4 grader and the final engineering research for 5 grader. Most students have great interest and enjoy these items. Reorganizing the college subject in fiscal 2003, and improving curriculums will bring out about the better results for the satisfaction of students. Simultaneously, the system which evalu-ates the education should be also rebuilt.

    A student dormitory of the National College of Technology (Kosen College) is different from that of the university, because it has been considered and managed as an educational dormitory since it was set up. About 10 out of 54 Kosen Colleges have a boarding school system for the freshman and sophomore residents. Although the educational dormitory system is highly evaluated, teachers who are engaged in dormitory management do a lot of laborious work, such as ordinary educational guidance and day and night duty. On the other hand, most of the Kosen Colleges establishing Advanced Engineering Faculty admit and support students in the Faculty in the same or about the same criterion as the younger students in the Departments. This paper introduces the present conditions of the dormitory in Kosen colleges, where the students in both high school and university age bracket live in the same dormitory together, and discusses the significance of the dormitory life in Kosen Colleges.

    Recently, it becomes the social center of attention such as industry-university cooperation, promotion of research collaboration, university reorganization, and so on. Today, social community is seeking the self-initiative and creative human resources. In such a situation, internship program is a useful system to the both sides of students and business enterprises. In this article, we introduce the practice of internship program in Nagano National College of Technology and will describe the future perspectives in technical colleges.

    Kisarazu National College of Technology is now trying a new subject "Optional or Voluntary Activities." This is an elective subject, and aims at three kinds of students' actions : success in various certificate examinations, creative activities, and volunteer/supporting activities. The most remarkable feature of this subject is that teachers can formulate their original teaching plans by considering students' personalities, learning processes, and so on, in the most effective way.Therefore, it can be expected that their students become independent and positive in their behavior. Students of colleges of technology have different chances to study from students of senior high schools because they do not have to follow the content of "Course of Study" and we should make the most of the advantage.

    The subject of practice on machining and manufacturing has very important role both in educating practical engineers and in introducing lower grade students to specialized curriculum. Also there is an increasing concern on hands-on education due to the change in the situation around Japanese manufacturing industry. So much more expect is being cast on this subject. Then we made an investigation by questionnaire to the students on the education of this subject to establish the standpoint for the future of hands-on education and this subject. The analysis of questionnaire shows that this subject is effective in student's motivation to the specialized education and its effectiveness comes from the continuous learning of the subject from the first to the third grades.

    While the results of educational researches have been reported in "Japanese College of Technology Education journal", the annual report for colleges (Kosen) published by the Association of National Colleges, it has not been so widespread or read in the industrial, academic or governmental fields as this "Journal JSEE" . Therefore, this special issue of engineering education in Kosen in the research journal means a great opportunity to inform of the actual education executed at Kosen. Taking advantage of this opportunity, the author discuss the subject above, concerning the engineering education at Kosen. The author puts stress on the significance of students' having experiences as the basis of creative engineering education, which should be supported or assisted with the use of multimedia and Internet. As for the development or improvement of students' presentation and discussion competence, the author proposes a certain method, concerning the Japanese cultural and psychological aspects.

    Even now, we could not have clear future image of Kosen in the reformation of higher education. In the education, they found their self in the atmosphere filled with a sense of urgency and uneasiness. We have been proposed reformation plans of Kosen sveral times. However, they were lack of rightful reason, verification of educational works, and study achievements. Therefore, their trials have failed and we have bitter experiences. Beginning of this paper, I summarized the forty years of Kosen history. Second, I analyzed results of questionnaires about Kosen by using parents of students, graduates students, companies in OITA prefecture, and other companies in Japan. We need to understand about verification of recent educational work, research achievements, and local actions by Kosen staffs.I strongly propose “New 21th century of Kosen image”.

    On the department of electrical engineering of our school, "introductory curriculums" and "fundamental curriculums of engineering", "professional fundamental curriculums" are placed between the first-year and the fourth-year, and "professional applicative curriculums" are between the fifth-year and the advanced engineering faculty course. This electrical course has a punctuation on a system and only a part of students enter the advanced engineering faculty course. And we propose the following enriching plan. (1) the analysis of this series of curriculums. (2) the stay of students at other college of technology to awaken a sense of learning. (3) the introduction of "business training" on a stage of "professional applicative curriculums" for the students entering the advanced engineering faculty course.

    We propose a new subject of information education in the lower grades of the College of Technology. The subject contains fully three main aims of a new subject "Information" at a senior high school - a practical activity of information skill, an ability of scientific understanding of information, and an attitude on taking part in a information society -, and takes up them in balanceable form. A importance is particularly placed on security issues and third aim on which we should educate systematically at the College of Technology. Our activities to decide teaching materials and to write a new textbook carry out under the Internet using E-mail and Web page mainly. Present activity style is quick and efficient for cooperative works contributed by many persons on a national scale.

    The Department of Mechanical and Electrical Engineering designed a new curriculum at Yatsushiro National College of Technology. "Hands-on" Fabrication Procedures and Elementary Engineering will be offered at the introductory-level in the curriculum at 2003. The goal of these courses is to facilitate students to become interested in engineering. The school has been making improvements in the content of the procedures course of the Mechanical and Electrical Engineering Department since 2000. A survey of students in 2001 indicated that the number of students who had become interested in "hands-on" fabrication had increased since the improvement program was initiated.

    The ideal way of colleges of technology is severely being asked in the age that universities are selected. Therefore, college of technology needs to show what is difference of features education sysytem between university and college of technology. The Department of Mechanical and Electrical engineering of Tokuyama College of Technology has obtained results in the creative education. And it is necessary to educate the industrial property for the students to promote the creative education in the college of technology. So our college is tackling in the education of the industrial property as a cooperation school. As a result, the students applied for two patents and the number of application will increase further. We propose to aim at 100 applications for one year in order to show features of colleges of technology.

    The cultivating of communication ability is made essentially in the school education. As a problem of student experiment "Physical Chemistry Experiment" in the 4 th grade of Fukui National College of Technology, the presentation was imposed from fiscal 1996. Then, the technology presentation ability has been raised. Compared with the past, the score of the report evaluation was also improved in addition to the total score, after the presentation would be made to be a problem. The positive approach of the student was observed on the theme experiment by imposing the presentation. In addition, the setting for a debate hour gave a student the opportunity of the technical discussion. The experiment attitude with the responsibility of the student was observed, and the usefulness of the project education was found via the student experiment.

    Microscale experimental themes, of which scale is down to the one of tenths to the one of thousands for the conventional experiments, were carried out for the student experiments related to biotechnology. These experimental themes are superior to the conventional those in the view point of safety, cost and efficiency as well as green chemistry. However, in extremely micro-scaled experiments, the students reduce the sense of matter and feel the experiments insipid. These phenomena make the students to reduce their impression and learning volition in the experiments. This study shows the trial to create an educational program in which the gradual changes depending on the school age are carried out for the microscale experiments.

    We have developed a multimedia CAI system for technical college students to learn a program of power electronics. This system contains a lot of multimedia slide shows and movies which explain the theory of power electronics, experimental techniques and usages of measuring instruments: FFT analyzer etc. Reports written by students for last three years show that 96% of the students are interested in the multimedia CAI system and 50% of them get good understanding.

    In this paper, we report about an outline of a cross-curricular course using integrated learning in mathematics and physics which has been conducted since 1996 at Kanazawa Technical College and about students' conscious transfiguration regarding the usefulness of equations. In this cross-curricular course using a CBL (Calculator-Based Laboratory) and a Graphing Calculator, students collect and analyze physical phenomena data, and interpret physical meaning of equations that they analyzed. As a result of continuous investigation over two years, it has become clear that students' consciousness about the usefulness of equations has improved. In particular, the following two items improved. (1) Equations are useful in predicting data, except experimental data. (2) Equations are useful to grasp the physical meaning of an experiment.

    The department of electronics and information engineering of Ariake National College of Technology has been offering a graduation study course of actually fabricating metal-oxide-semiconductor field-effect transistors (MOSFETs) and simple integrated circuits (ICs). For those students who will get a job at a semiconductor related company after their graduation or enter a university or advanced courses in national college of technology, this study will turn out to be an introductory education to the field of semiconductor engineering. It has been carried out for these ten years with the purpose of training students to fabricate small scale ICs. Recently, they get to succeed in fabricating them. Equipment of laboratory, the contents and a procedure of the graduation study will be described in this paper.

    A task study is offered to all students at Suzuka National College of Technology. This is an extracurricular course to stimulate students' intellectual curiosity and improve their desire to study, regardless of department each student belongs to. A venture course was started as one of the themes in the task study with the support of Mie prefectural government and the Mie Industry and Enterprise Support Center in the 2002 school year. Many students are taking the course and aiming to improve their venture ability. The report introduces some examples in the course and discusses future plans for the course.

    In our college, a subject of engineering ethics was newly introduced in advanced engineering course's curriculum since 2002. Teachers who belong to different departments have been tried to lecture using case studies about many engineering-ethics problems from various points of views. Students are concerned about engineering ethical problems, and it may be possible for them to bring up practical decision-making through the case study learning. However, to rear ethical emotion the students have to attend the class and think about many problems of engineering ethics for themselves. Further studies to brush up the attractive lecture operation that the students take interests in are required.

    A valuable experience in education at Nara national college of technology which received a student with heavy impediment in his hearing has been proposed. We grasped the accurate condition of his hearing lesion and discussed some equipments and educational support systems required for him. In order to let him have a scholarship required as a student of college technology, the development of support system which don't let him lose his desire to learn is very important. "The support system by students" that his classmates give much good advice to him was very effective for the education of handicapped student in his hearing.

    The network technology is the most important key technology in many engineering fields. And the progress of the network technology is very fast. It is hard to learning and/or master the network technology by a traditional lecture offered in a college education. The Cisco Networking Academy Program is a comprehensive program designed to teach students Internet technology skills. We open this program as "Subject Research", which is offered a subject besides a class schedule, this year. In this report, our training method and participants' comments of the program are described.

    In order to master specialized subjects and to obtain abilities for application, the most important thing for the students is to do many exercises. It is also an indispensable condition that these exercises have to be done by students. themselves. In learning "Strength of Materials" as applied mechanics, which has to be studied first by mechanical engineering students, it becomes important for them to do many exercises. And it may be connected with learning how to study many other mechanical engineering subjects. Files called "Exercise Note" were prepared for students in the class of strength of materials. When they do various exercises themselves, their answer sheets were filed in their own Exercise Notes, which were handed in to me. In this way, I gave strength of materials lessons for one year for my students to understand this subject, the result of which is that I achieved the expected goal.

    Recently, the importance of the making education is noticed thing. The inspection of the product is not very much carried out as a result of noticing that it was made. In this college, the shape measurement system has been introduced, and more importance is placed on the examination of products. The effective fusion of practical training education and mechanical engineering experiment is attempted. The students' consciousness has been raised both of practical training work and measurement after having introduced the system.

    The idea-robot contest is a precious opportunity which can practice creativity education for national college of technology. In the contest for the past several years, many robots with the outstanding function are seen as the contents of a game become difficult. Therefore, advanced production technology is needed for robot production, and it is necessary to do work efficiently. The author utilizes the idea-robot contest as an opportunity of practical education, and the present paper describes the effective instructions of robot production to realize an original idea.
