An introduction of TQM(Total Quality Management)for the improvement of Engineering Education is now becoming common in America.In this paper the author reported his observation of this movement of the Universities, Industries and Government in America, and briefly in the UK. He expects as TQM, ISO 9000 is closely related with and derived from TQC in Japan, so the similar trend would come up in Japan in the future.

To conclude the adove-titled series, this paper takes up the problems of foreign students in Japan after their graduation from Japanese schools. One problem is their employment by the Japanese firms, which was the issue of the No.5 Round Table Discussion. In addition, five members of the Committee for Foreign Affairs of JSEE convened to discuss on this and other issues on 24 th March, 1992, from teachers' viewpoint, that in the graduate schools in particular.
Incorporating the Committee members' opinion, this paper supplements Parts 1 through 4 and offers some proposals.
