    Modern concept of health was established by the constitution of W H O, which declared health as a state of physical, mental and social well-being, not limited to free dom from disease or invalid state. Modern concept of racial health also follows this line of thought. Here a race is an anthropological term in socio-cultural as well as biological sense. Differences from race to race, in soicio-cultural and hereditary anthropological traits Differences from race to race, in soicio-cultural and hereditary anthropological traits, are suitably appreciated. Racial health in modern concept, takes such differences into consideration in studies of health condition and health needs as well as health promotion service intentionally directed to the race population. It is thus clear that racial health studies and racial health promotion are performed by both eugenic and euthenic approaches.

    Using a photoelectric apparatus, pulse waves were obtained from the great toe of the left foot, and were recorded simultaneously with electrocardiogram. The time interval between the peak of the R wave in EKG and that of the pulse wave was divided by the distance between the tip of the xyphoid process and the medial malleolus of the left leg to obtain the transmission time of the pulse wave (RP-index). The relation of the RP-index to the blood flow and blood pressure of lower leg as well as the effect of warming and cooling of lower upon these parameters were studied. The results obtained were as follows: 11. During rest, there was no linear correlation between the RP-index and blood flowof the lower extremity.2. There was an negative correlation (r=-0.67, p<0.01) between the RP-index and the change in local blood pressure due to the positional change of the lower extremity.3. When the foot was warmed, the RP-index and blood flow increased and the local blood pressure decreased.4. When the foot was cooled, the RP-index and blood flow decreased and the local pressure increased.5. When cooling and warming is of an excessive degree, the change of the peripheral circulatory regulation by the autonomic nervous reflex is influenced by the magnitude of the RP-index.

    The author studied on the growth of the legs in school boys and girls at the most secluded places of Iwate Prefecture. The results were contrasted with urban boys and girls and the following conclusions were obtained. 1. Both stature and leg length in secluded subjects were short compared with urban ones. The difference of stature between the two was mostly derived from the defference of leg length. 2. On the contrary, width of the femur and length of the inner condylus of the tibia were greater in the secluded subjects, which suggests some obstructions in the develop ment of the long bone at the lower extremities. 3. Excessive flatfoot was more frequently found in secluded subjects. This evidence was presumedly due to the way of rural life including heavy physical work and long distance walk to school.
