    Supporting there are the TokyoShosekikwan and the TokyoZushokwan as a practice example of modern public library system told by Fujimaro Tanaka and others, it can say that the public library system of Japan was stopped in October 1885. Why in 1875 the free public library was founded and why it has continued ten years, I inquired by checking the political and social situation of the period when Fujimaro Tanaka was concerned with educational administration. It was shown clearly that Tanaka came to perform education policy at the time of formation process of the Okubo Administration, and that library policy was performed as part of educational system enforcement. Moreover, it has been checked that the library policy was affected to the Ito Administration which carried out establishment and revision of Kyouikurei. As a result, an understanding from another side about the TokyoShosekikwan was attained.

    Description contents on scientific and technological information (STI) in the 4th Science and Technology Basic Plan of Japan (FY2011-2015) and its drafting process were studied and analyzed, aiming to contribute to the research on clarifying the future problems in implementing STI policy in Japan. The study and analysis were based on the comparison with that in the 3rd Basic Plan (FY2005-2010), the reviews of related policy papers made under the drafting process, and the interviews to the persons who involved in the drafting. In the 4th Basic Plan, the contens on STI including academic literatures and experimental or observation data are more detailed than that in the 3rd Basic Plan. However, those are mainly described in the section of "Development of research information infrastructure", and the position of this section appears in the 4th Basic Plan indicates that there is no change in the policy frame which STI is regarded as one of the infrastructure to promote science and technology. Moreover, as the basic concept of the 4th Basic Plan is to promote innovation for solving indentified issues in Japan, measures for policy implementation should be discussed under the scope of individual issue. There is a concern that this lead to weaken fundamental measures which are common to a number of issues.
