Public art is a product of postmodernism existing in contemporary social spaces. Unlike well-known art activities and forms of presentation, public art involves much more complicated and broader issues. Ranging from tangible presentations, such as sculpture, wall paintings, water landscape, and street furniture to conceptual themes emphasize the coherence in consciousness and the social disruption of human beings, it is challenging to conclude the term public art and there remain many uncertainties and respective interpretations so far. Through the research of historical documents and interviews, this article investigates the morphing process of modern public art to understand the core value and significance of public art. We found that regardless of its diverse forms, the value and meaning that public art exists are determined by the capability to interpret the human society, interactive participation and environmental consciousness, as well as to simultaneously possess the public nature, artistic quality and environment nature. The findings in this article are expected to provide a basis for the government, industry, and scholars to evaluate, execute and conceptualize a framework for public art and to promote the future development of public art in Taiwan.
