    This paper incorporates the earlier paper, 'The Formation and Development of the Saiseikai', and contains a study of the characteristics of the Saiseikai medical relief scheme in its initial stages (1911-1918). Sources consist mainly of official documents and medical journals passed over in earlier research. Accordingly, the following points have been brought to light. The Saiseikai medical relief scheme was (1) implemented as one part of Imperial ideology policy. The benevolence of the Emperor was continually emphasised to the beneficiaries of the scheme, and its primary objective was the 'enlightment' of the lower masses. (2) It was developed in nison with police activities, seeking to control the masses. (3) Considerable attention was given to treating the problems of poor patients. To prevent belittlement of the value of the Emperor's benevolence, hospitals were prohibited from handling for 'study purposes', particularly those patients consigned under the scheme. This had the added effect of allaying the fears and uncertainties of the people.

    The function of recognition is a celebrum mechanism, which includes various kinds of intelligence abilities. Any support systems for people who have functional disorders are not established. Therefore, it is necessary to develop nursing systems for people who have functional disorders of recognition, such as brain hemorrhage, head injury and senile dementia. Seven cases, youths and their families have been observed for five years from admission into the hospital to home care. They had injured their heads in traffic accidents and have aftereffects such as perceptional and motor functional disorders. The life process, trouble-shooting and situation of families were investigated by using the participant observation method. The frame of reference is double ABC / X model which was developed by McCubbin. The following results were obtained : 1. Family stress can be classified life from process as the time factor. Family crisises occured at the injury period, the preparing to discharge period and the social reversion period. 2. Family crisises occured under the same circumstance in all seven cases. The crisis is attributed to the meaning of situation of by family. In addition, there is a gap for the meaning of situation among the family members, and that lead to family crisis. 3. Symptoms of functional disorders of recognition and influence on the life of youths are not understood by their family and social walfare, therefore, they are not accepted effective supports. In addition, youths and their family are not accepted by the present service.

    This research is aimed at exploring the possibility of quantifying care-giver subjective feeling of burden and examining the methodology of quantification by focusing on the issue of degrees of burden experienced by care-giver in association with elderly care at special elderly nursing homes. First of all, we conducted a detailed evaluation of burden suffered by care-giver in association with care duties at speical elderly nursing homes and examined thoroughly care-givers' phisical and mental burden. Based on those studies, it has become clear that 1) the major job factor contributing to burden among all the job responsibilities of care-givers is "Personal care", 2) it is possible to unify mental burden with physical burden in association with care and it is also possible to quantify the unified mental and physical burden. Therefore, we were able to standardize mental and physical burden in association with "Personal care" on a scale of 0-100 points and to quantify the feeling care burden.

    Most seriously handicapped persons have many urgent needs for some equipments, if they can use them freely in home. But there are a lot of problems in using them in their daily lives. Especially they are forced to face new various problems when they get ages, have more serious handicaps and their life conditions change. And usually the needs for the equipments are expansible with advancing years. It is believed that the life conditions of most seriously handicapped persons will be remarkably improved, if some specialists give appropriate support to be utilization of equipments which help their activities. This paper has three purposes. The first is to outline the process of how the needs expand and develop in each stage of life. The second is to attempt to grasp the directivity of the expansion of the needs and lives of the seriously handicapped by using the equipments in the stage of life. The third is to make clear the conditions of the utilization of equipments which help the activities of the seriously handicapped with their life stages.

    Starting with a lot of difficulties after the World War II, the care system for the psychiatric patients of the German Democratic Republic (eastern Germany) had gradually been reconstructed on the basis of "Rodewischer These" during the 60's and 70's. Most of the psychiatric patients in this country were concentrated on the large psychiatric hospitals called Bezirkskrankenhauser, which mainly stood in the rural areas, and the university clinics were a center of biological psychiatry and gave little attention to the community care. In some areas like Leipzig and Berlin the community psychiatry system was realized by means of the cooperation of the university clinic and the psychiatric hospitals. The health policy, which was monopolized by the governing party SED and was close to the interested parties like self-help groups, has restricted the psychiatry reform, adding to the financial crisis since the late 70's. Consequently the old large psychiatric hospitals have existed after the late 80's, which have brought about the threat of the political abuse of psychiatry under the socialistic society.

    This article considers the problem of handicapped person's sexuality as a subject of the welfare for the handicapped in Japan. The aspect of this research is one to understand widely and to analyze effect with impairment. This subject is structural. And, an important problems does not research the care method.

    The author report the evacuation order for Chernobyl victims in the radioactive contamination area due to the Chernobyl nuclear power station accident. Seven years have passed since nuclear power station explosion at Chernobyl. In the last few years, several articles have been devoted to the studies of Thyroid cancer and Leukemia at Gomel district in Belarus, one of the most seriously contaminated area. On the other hand, surprisingly few studies have so far been made at evacuation order for Chernobyl victims. This subject deserves more than a passing notice. It is because I believe that importance of evacuation order cannot be overemphasized. We must do all we can to prevent the Chernobyl nuclear accident from spreading.
