    The capital investment in 1998 is expected to be 285.5 billion yens, based on answers from the sixty three companies. It is a big reduction of 28.1%, compared to that in 1998. This decrease is due to the completion of several big projects starting in early 90 s. The capital investment in 1999 by the forty five companies will be 90 billion yens, which will be 11% less than that in 1998. The recent economic depression has caused further decline in the investment.
    The expected investment in the coming five years is classified as follows : renewal 20.1%, maintenance 19.0%, labor saving 18.4%, and manufacturing process 17.7%. The ratio of manufacturing process in 1998 was 42.8% and that in 1999 is 28.5%. The five year forecast above suggests that the investment for manufacturing process will shrink further more.

    Since many studies have pointed out ECF (Elemental Chlorine Free) as environmentally friendly with no harmful by-products and no specific toxicity of the resulting waste waters compared to TCF (Totally Chlorine Free); ECF bleaching is now considered all over the world as a Best Available Technology. Most of the incoming projects over the world are based on ECF bleaching and world ECF bleached pulp shate is still growing since it took the leadership in 1996. About 38 Mt of pulp was ECF bleached in 1997, 33 Mt was ECU (elemental chlorine used) bleached and 4 Mt was TCF bleached.
    Whatever wood species considered, transfer to ECF technology is easily achievable with respect to brightness and mechanical properties goals while minimising the quantity of organohalogenated by-products. Western Europe has almost completely turned to ECF and with the new Cluster Rules regulation (November 1997), NORTH AMERICA pulp mills still using chlorine are moving to ECF.
    To summarize we can conclude that moving to ECF technology is the best economical way to minimize pollutant and organohalogenated emissions with low investment cost and taking care of pulp properties. ECF is also the bleaching technology which will allow us to meet the year 2000 minimum mill effluent challenge.

    Increase in the utility rate of waste paper is one of the most important subjects that is proposed as “Recycle target 56” by JPA (Japan Paper Association).
    Deinkability of prohibitive materials for recycling was examined with carbon paper. We evaluated the deinkabilities of old newspaper/carbon paper mixture, woodfree paper/carbon paper mixture and 100% carbon paper. In conclusion, we have found that following three technical conditions enable the deinkability of carbon paper to emerge.
    1. Control of ink particle size in pulper stage
    2. Increasing of foam volume with foaming agents or air blow
    3. Improvement in washing stage and water treatment stage

    MHI High Speed Newsprint Machines have been developed to produce paper of the highest quality using 'state of the art' technology verified by the data from our field operations. Focussing on the 'Wet End' of the machine, the main features and resulting performance are hereby outlined.
    The “Concept IV-MH” Headbox has been developed and designed to deliver a uniform and stable jet at high speed. It has achieved an excellent dry basis weight profile (2 sigma= 0.13 g/m2) and uniform fiber orientation profile (less than +-2 degrees) by combining the latest technology such as “Dual Temperature Controlled Water Re-circulation”, “Edge Flow Control” and “Consistency Profile Control (CP)” system.
    The “MH Former +CB” can produce paper of superior quality in comparison with the “Roll Blade” type former due to the following unique features it offers.
    (1) Small diameter of the Forming & Breast roll makes for easy jet impingement adjustment.
    (2) The large radius Forming Board and alternative drainage equipment's arrangement in both wires perfects symmetrical sheet structure.
    (3) Location adjustable “Serrated Shoe” together with “Counter Blades” enables optimum dewatering conditions over a wide range of operational speeds.
    Results to date have realized and confirmed our goal of the “MH Former +CB” which produces paper of even sided sheet with excellent formation. In addition to the Head Box and Former developments, our latest Newsprint Machines are further equipped with new technology such as.
    -Enclosed type Shoe Press (ENP-C)
    -Anti-blowing boxes in the Dryer section
    -Center Wind Assisted Reel (TNT-C)
    All the above features are operating with great success in our latest High Speed Newsprint Machines, both in “Oji Paper Tomakomai mill N-6 M/C” and Iwaki-Daio Paper # 2 machine.

    As printability of coated paper is affected mainly by coated surface, a few studies have been done on under-coating of double-coated paper. In our previous paper, however, we reported that the under-coating had a significant effect on the structure of top-coating and consequently on the printability of double-coated paper. In this paper we again studied the effect of under-coating. Types of pigments and binders used in under-coating were investigated. Clay, calcium carbonate, starch and latex were compared.

    The tendency of the progress of highly utilization of recycled waste paper and closed system in the pulp and paper industries of Japan is growing bad to worse for the condition of paper machines. As such a worse condition, it is hard to get the effective performance for paper strength agent. As the countermeasures, it is important to clear the factor that influence on improvement of paper strength and select effective total system on efficiency of strength agents.
    In this paper, the situation of development on dry strength agents, the optimum condition of papermaking and finally, more effective application of paper strength agents are summarized.

    The coating material on wire roll has been changing since 1900. Now rubber is the most popular coating. But today's higher machine speed and higher wire tension cause the wearing problem at the ends of the rubber sprayed on the whole surface has developed to solve the wearing problem. But the roll is not employed generally because of its high price. So we developed the wire roll which cermet type powder with high hardness is sprayed on only its ends to improve wear resistance and lower its price. And we selected the most adequate doctor blade for this composite surface roll by means of the blade wearing test on this roll. The selected blades are NB-1, NB-2 (developed by us) and ultra high molecular weight polyethylene (UHMWPE) blade.

    Recently, in web inspection process, combination of Web Inspection System and image system is spreading rapidly. By using this system, operator can recognize the kind of fault and the cause of fault. The field demand need for new simple structured system has became apparent.
    The NASP-2000 has been developed as Web Inspection System with image system. This paper describe outline the system.

    This Paper reports the latest technologies for DIP floatator (MAC) and Dissolving Air Floatator (Saturn). The MAC is fully closed having vertical-cylindrical cell and the air is recirculated. And a single cell contains the required number of stages in series. Not only less space, but also higher stock yield, excellent ink removal are achieved and also no cleaning, no shower are required for the maintenance of the cell, because the cell is always filled with stock and foam. The Saturn is a vertical-cylindrical type dissolving air floatator. Several cone plates are equipped in the cell which allows bigger separation zone for the suspended solid and liquid. The required space for the Saturn is much less than the conventional floatator. This paper also reports the Saturn has a possibility to replace the sedimentation-cell to separate MLSS after biological water treatment.

    The water retention of coating color on base paper is one of the most important properties that affect the sheet properties of coated paper. However, we do not have any standard to evaluate water retention of coating color even though some methods have been suggested to evaluate water retention of coating color. We divided “Water Retention” into static water retention and dynamic water retention and evaluated coating runnability by the two kinds of water retention.
    In this study, we measured water loss rate of actual coatings and dilute latex emulsions, a common part of typical coatings. We suggested a new concept “Interactive Water Retention”, which is calculated from these water loss rates. Interactive Water Retention and water loss ratio were used as an index to evaluate the coating properties.
    Binder in a coating color penetrates into base paper when the coating color is applied. Binder in coating goes through a filter and also penetrated into filter papers when water loss ratio is measured under pressure. This binder (SB-latex) penetration is measured by reflected ultraviolet absorption. We suggested new concepts “Total Latex Loss” and “Penetrating Latex Loss”, which are calculated from these signals and the depth of latex penetration. We also suggested new concepts “Interactive Latex Retention I”, which is calculated from a “Total Latex Loss” of a coating and a latex solution, and “Interactive Latex Retention II”, which is calculated from a “Penetrating Latex Loss” of a coating and a latex solution. Total Latex Loss, Penetrating Water Loss, Interactive Latex Retention I and II were used as an index to evaluate the coating properties.
    Water Loss Rate, Interactive Water Loss, Total Latex Loss, Penetrating Latex Loss, and Interactive Latex Retention I and II were different from each other and apposite to evaluate coating color.

    We assumed that moments supported by kraftliners (KLs) for the double wall corrugated fiberboard (DWCF) and the sum of axial forces for KLs was zero. And conventional methods (3 types) of the elastic analysis were studied for DWCF made of KLs and semichemical corrugating mediums (CMs) under the uniform bending in the moment axis perpendicular to the machine direction (MD). Then the adaptation of their methods was discussed, and relationships between maximum stresses of absolute values and increases of thickness Tk1 and elastic modulus Ek1 for upper surface KL (KL1) were considered.
    Bending stresses for KLs obtained from methods of different establishment conditions agree each with reasonable values, but CMs do not agree exactly. Stresses satisfied the deformation condition of MD displacements and bending inclines for CMs are the most suitable values. Stress values of CMs in all methods decrease with increases of Tk1 and Ek1
