There are two views on exerting economic efficiency, and it is thought that they decide the water charges. One is to limit the range of economic efficiency to cost reduction. The other includes not only cost reduction but also getting Earnings. In this paper considered that the impact of the two views on possibility of waterworks’s continuation and the fairness among consumers by using multiple fictional models. As a result of the consideration, it was confirmed that not only the possibility of continuation is improved but also fairness is realized by widely recognizing the economic efficiency and including the appropriate level of Earnings in the water charges. The information of Waterworks’s Earnings showed the possibility of continuation and the degree to which fairness has been realized.
