In this paper, as for all cities, towns and villages in Japan we compared power supply from renewable energy to demand in civilian sector. In the estimation, we compared the available amount of photovoltaic power generation as supply and the current electric power consumption as demand. In view of the demand characteristics of the photovoltaic power generation between the seasons, it was estimated in seasonal, monthly with annual estimates. The result of the annual estimation, in the major cities, it has been shown that it is to some extent to supply electric power by the photovoltaic power generation. In cluster analysis, we have been classified into the following classes: (1) major cities of five metropolitan areas and the suburb, (2) inner city of major cities of five metropolitan areas, (3) cities areas, (4) towns and villages area. It can be indicated that there is a need to change the policy depending on the photovoltaic power generation available amount of regional and seasonal,
