    The purpose of this report is to clarify the significance of the educational independence area concept promoted in Hirosaki City. This concept has proven great potential in promoting integrated education in elementary and junior high schools. The education independence zone concept was highly effective as junior high schools and elementary schools, in the same area, cooperated in education. There is a difference between the way elementary and junior high school teachers think about children. To achieve common educational goals, efforts must be made to reduce these differences in thinking. The Educational Independence Area Initiative was able to play that role. In addition, the concept includes a special curriculum called “Hirosaki MANJI,” which allows students to understand the value of their hometown. “Hirosaki MANJI” is a curriculum that teaches students about the celebrities, history, culture, and industry in their hometown. All the teachers participating in the educational independence zone cooperated in educational activities, which contributed to the realization of common educational goals.

    ″Time of morality″ has become ″The special curriculum morality″ and is fully implemented in both primary and middle schools, the evaluation of this curriculum is based on in-person evaluation and description. With this background, the present study discusses the content for developing survey scale with detailed evaluation indexes as evaluation basis of morality following the curriculum guidelines in middle school. Mainly, within the content items of the morality in the curriculum guidelines as imaged by the middle school students, on the basis of the results of item collection with a purpose of making evaluable survey for ″D Mainly about life, nature, and relationship to the sublime ″, 5 items for ″ preciousness of life″,5 items for ″Nature conservation″,7 items for ″ Impressive and awe ″ and 7 items for ″Joy of living better″ are obtained, wherein, after the revision of faculty members and the concordance rate survey, 6 for ″preciousness of life″,5 for ″Nature conservation″,4 for ″ Impressive and awe ″ and 5 for ″ Joy of living better″ , totally 20 items, are finally obtained.
