Purpose:Clarify the present condition and meaning of a community peculiar to these old regions where the form of traditional communities, such as"kou"and"tonarigumi"(a group of neighbors system),remains.Method:About the historical portion, hearing investigation was conducted, and about the present condition, based on experience investigation, the questionnaire was performed to the old area and general area. The data of 406 was obtained. Result:The region was one of the moat colonies in Kyoto Minamiyamashiro. Self-government by the "town"and the"group",and seven towns which became the basis of the present neighborhood associations were formed in the second half of Edo period. The meeting place"dou"was located in each town, and it also had the function of town management and a temple. The well-known"kou"is "Isekou" (visiting the shrines) and"Atagokou" (climbing the holy mountains),and these are organized widely all over the region. Besides,"Himachi"(waiting for the sunrise) which can be called"folk-customs-kou"became the foundation of "tonarigumi"system. Friendships, and the mutual help at the time of agricultural work or the ceremonies of marriage and funeral are the purpose of "Kannon kou"which is organized with a group of similar aged people, and it lasted a lifetime. Also the neighborhood shrine festival is important, and some"kou"are organized for its execution in each neighborhood. There are some opinions "it is traditional (84%),and it should be protected and maintained (70%) to these communities",and negative opinions,"waste of time, troublesome, exclusive",are also seen. Since the household is headed by a salaried worker nowadays,it is becoming difficult to do"kou"activities which were based on an agricultural lifestyle in the past. The continuation of a traditional community is the important role of the neighborhood association.
