In April 2021, other countries also announced their own CO2 reduction plans at the Leaders Summit on Climate hosted by the United States. The CO2 reduction plans of each country have different formats and are difficult to compare. This paper has been organized to compare the plans of each country.

Next, the situation surrounding energy in each country was organized and compared by item. Through this process, the issues of Japan's carbon neutral policy were extracted and analyzed. Finally, a simulation of electricity costs in 2030 was conducted.

In Japan, people have long been enjoying the benefits of nuclear power without properly understanding the issues surrounding the management of the radioactive waste generated through its use. It is a major challenge to manage and dispose of high-level radioactive waste (HLW) safely and reliably without imposing adverse effects on human health or the environment. To address HLW issues, it is essential to ensure active citizen participation and to engage in constructive discussion and elaboration about the issues. For this, good mechanisms of stakeholder involvement in HLW management issues need to be established and maintained, which provide avenues for enabling substantive two-way interactions and discussions between stakeholders and those responsible for decision-making. This paper outlines basic principles and elements for the efficient and rational involvement of stakeholders in the consideration of the issues surrounding HLW management. The paper also discusses potential effects of suitable stakeholder involvement, including contributions to improving the quality of decisions. It highlights the importance of comprehensive stakeholder involvement in building societal consensus on the issues.
