The purpose of this study is to clarify the management issues of the district council by conducting a questionnaire survey to the officers of the district council and the staff of the city council, taking Maebashi City, Gunma Prefecture as a case.
As a result of the analysis, the following three points were clarified. First, the issues common to officers and staff were the six elements of disseminating goals and plans, leadership persons, expansion of leaders, participation of parties, aging of officers, and frequent replacement of officers. Second, the top three elements that officers placed more seriously than staff were task-specific subcommittees, collaboration with other organizations, and dedicated office equipment. On the other hand, the top three elements that staff placed more seriously than officers were the activity base, the burden on officers, and the secretariat system. Thirdly, there was a difference in the awareness of officers due in part to the existence of paid staff and bases dedicated to the secretariat.
