    An engineer's job is to design a product/process to perform its function close to ideal at all customer's conditions. As he can choose any system and set parameter's levels of the system,those variables are called control factors. All customer's conditions are either signals or noises. The functionality means to minimize the effects of noises by keeping the effects of signal/signals at desired.

    The traditional way of designing robustness is to use response function to meet the target function as far as possible. The way may be said the first order moment methods. Instead, quality engineering Taguchi way is to use signal-to-noise ratio as the measure of functionality. The way may be called the second order moment methods. The difference between the two methodologies is discussed in this article.

    Preventive maintenance is the activity of planning and maintaining the conditions of a certain equipment so that the equipment can be used without troubles. In this paper, the optimum preventive maintenance system was determined after studying the following three cases using the On-line Loss Function : (1) Current process checking system after optimization. (2) Periodic maintenance system. (3) Combination of periodic checking and periodic maintenance systems.

    It is recommended that quality engineering approaches be applied to electrical field. However,some applications indicated the reproducibility of gain is not good enough. The authors have been studying this problem from various viewpoints, and published a paper entitled "Design for the Stabilization of an Amplifier" in Quality Engineering Forum, Vol.4, No.3. ln the study,it was clarified that the characteristics of the measuring device, setting of the signal factor, and setting of the control factors from the cercuit elements affected SN ratio. In this study, a new amplifier was designed considering the above mentioned points. However, it was very difficult to stabilize the circuit having each circuit element as control factors together with transistors of their operationg ranges. Beside the problems in the measuring device, circuit elements and the signal factor, it was clarified that the wiring of circuit elements was also important. Those numerous problems intertwine in a complex form and that the reason why the reproducibility of gain is not satisfactory.

    The thermal fluorine spraying process is a low cost and convenient lining process which replaces the traditional large furnace baking process. ln this study, the Quality Engineering approach was applied to find the optimum spraying conditions to obtain strength, uniform surface, and good adhesion property. ln the process, accelerated resin powder sprayed from a gun melts by the oxygen/propylene flame, collides on base plate, mixes and accumulates to form a sprayed layer sheet. The adhesive property to created by so-called "anchor effect" : the effect resulted by a non-smooth plate, A good water repellent property can beobtained if the resin particles are well mixed and thefinished surface is smooth. At the stage of discussing the generic function of this process, it was forecasted that when a uniform sprayed film were pulled, the elongation might be proportional to theload as in the case ofmetal. Therefore, the generic function was defined as "the elongation of a sprayed film is proportional tothe load per sprayed length and the number of sprays". There are three signal factors : sprayed length, number of sprays and load. An L18 was used to assign control factors. Dynamic SN ratio experimental results. From the confirmatory experiment, the gains on SN ratio and sensitivity were both well reproduced. At the same time the appearance was improved.

    Power resistors deteriorate quickly under high temperature environment, therefore, it is necessary to select good ones. But using traditional evaluating method, it takes a long time and requires a large number of samples. ln this paper, the function of a resistor was studied for evaluation. The function of a resistor is to transfer current which is proportional to voltage under any condition. The voltage/current characteristic was measured to determine the SN ratio under different temperature, individual differences and deterioration as noise factors. For deterioration, three levels of accelerated conditions were set and the changes of SN ratio was estimated by extrapolation.
