     In recent years, various compliance violations have been revealed in Japanese companies. This paper focuses on systematic misconduct in the manufacturing field from the standpoint of quality assurance, such as quality data fabrication, disguise of manufacturing processes and false indications. Then, the ideal organization for compliance about quality assurance is described using the organization’s system diagram.
     The proposal in this paper is composed of five viewpoints. First, the organizational structure for compliance about quality assurance is shown. Secondly, the need for awareness and educational activities regarding compliance about quality assurance is shown. Third, the management of processes that lead to compliance about quality assurance is shown. Based on these matters, risk management for the occurrence of misconduct related to quality assurance becomes possible. Furthermore, from the point of view of crisis management, fourthly, early detection of violations and quick coping actions are shown, and finally, efforts to prevent recurrence are shown.

     In some major companies in Japan, many inappropriate manners in quality assurance such as rewriting inspection data, producing and delivering products those are not satisfy customer requirements have been occurred recently. And those inappropriate manners deteriorated reliability and safety of those products, and the sales of those products fell down and also the presidents of those companies were forced to leave from their position in some cases. The research group for high reliability and safety of JSQC have been investigating and studying about those inappropriate manners in quality assurance. In the former report, four companies were picked up and investigated causes of inappropriate manners in those companies. And then, the causes of inappropriate manners were classified into 5 groups such as human, equipment, quality control system, management of quality control and culture of company and compliance.
     This report describes the investigated results of those four groups and proposes the check points to prevent predictable problems of inappropriate manners.

     We were sure it may not be affected with the confounding effects with interactions on three levels factors to others main effect under the orthogonal array L18(2137) for applications until 2000. But we understood it might be wrong one after 2009 with academic researching. Engineers have been mistaken to select the optimized conditions that were confounded by the interaction from other columns.
     We performed four subjects: (1) The larger effect of blank columns than layout columns effects on L18(2137).
     (2) The blank columns will be confounded with interaction on the layout columns by model experimentations. (3) The different on the effect tendency of the blank columns is dependent 27 cells on the levels combination of layout columns for 18 levels of L18(2137). (4) The optimized level conditions will be changed for replacing layout columns on L18(2137).
