    The aim of this paper is to introduce a document found in the Ooki Collection at the Institute of Oriental Culture, University of Tokyo, and to point out some aspects of Ch'ing rule over the Hui-chiang 回彊 territory, namely the Southern part of Sinkiang based on the document. In the first section, the formule and contents of the document entitled Yeh-erh-chiang ch'eng chuang li shu hui hu cheng fu ko hsiang ts'e 葉爾羌城荘里数回戸正賦各項冊 is introduced. The second section. Judging from the format and the contents, the document appears to have been compiled as a taxation ledger between 1849 and 1854, and been kept at one of the Administrative Offices of the Ch'ing Government at Yarkand. The third section. From the above document, the author concludes the following : (1)So-called "Bek Officials" were stationed in the main cities and towns of the territory for special duties at the beginning of the Ch'ing rule. With the development of rural villages, however, the Beks became general administrators in the rural districts. Furthermore, two types of assistant officials were placed under the Beks, and through them, the Ch'ing Government indirectly ruled the Uighur people by organising them into units of a hundred households. (2).Of the two main categories of the Ch'ing taxation system in Hui-chiang, the amount of land tax doubled from the 1760's to the middle of the 19th century, while the poll tax scarcely increased. The difference between the two was a direct reflection of the disparity between the Uighur population and their cultivated acreage, registered by the Ch'ing Government. (3).In other words, the registered Uighur population was far from reality, while the registered cultivated acreage was close to the actual size. Because the registration work was performed by native officials, i.e. Beks and their assistants, the gap found between the number registered and the real figures of the population is due to the fact that these native officials, who were all Muslims, regarded the poll tax as a humiliating system imposed on them by heretical conquerors, so that they were unwilling To collaborate with the Ch'ing Government in compiling population figures for the poll tax.

    The political influence of the Japanese military rapidly expanded amid the tense domestic and international events following the Manchurian incident of 1931. For the purposes of coordinating national defense, foreign and financial policies, the Saito Cabinet in October, 1933. convoked the "Five-Minister Conference" as an inner cabinet. An additional significance of the meeting was its role in the political fortunes of Army Minister Araki Sadao and his personal clique within the Army. Following Araki's appointment as Army Minister in December, 1931, the group surrounding the Generals Araki, his close friend Masaki Jinzaburo and Hayashi Senjuro-they are to be called the protetype of the "Imperial Way Faction" -was elevated by factional patronage to a position of dominance within the Army. The institution of the Five-Minister Conference offered Araki, the group's leader, an excellent opportunity to increase his power. The Conference also had its dangers to Araki, however. When he failed to gain the Conference's approval of increased armaments to implement the Army's demands for a hard line against the Soviet Union, Araki found himself politically stymied. He had attended the Five-Minister Conference in anticipation of Foreign Minister Hirota Koki's support and hence had taken no precautions. With the refusal of Finance Minister Takahashi on financial grounds, the Army's request was effectively rejected, and the Foreign Minister also withheld his support. Araki next pinned his hopes for recovery on securing approval for his proposals of domestic reform from the Domestic Policy Conference, held in November and December. Once again, his plans could not gain a firm financial base and were defeated. Araki found himself faced with a dilemma. He believed his resignation would bring down the Saito Cabinet, but he was apparently unwilling to take this action in the fear that new minister might be from an anti-or non-Araki faction. On the other hand, if he stayed on in his present state without prospect his strong position within the Army would be badly shaken. The problem seemed conveniently solved when Araki was incapacitated by an attack of influenza in January, 1934. His successor Hayashi Senjuro, on the contrary, allied himself with Nagata Tetsuzan and Tojo Hideki. Then they formed what I call "the early Control Faction" and together they entered into competition with Araki and Masaki as the "Imperial Way Faction (in a narrow sense)" began to break up. It had been the Five-Minister Conference which had led to these developments.

    Braunschweig ist bekannt als eine Hochburg der radikalen Sozialdemokraten und Massenbewegungen wahrend. des Ersten Weltkrieges und in der Novemberrevolution. Hier wurde eine Rateregierung von dem Spartakusbund und der USPD gebildet. Die Anfange der Radikalisierung traten schon in den Wahlrechtskampfen seit 1910 zutage. Wegen des auBerordentlich konservativen Wahlsystems hatten die Sozialdemokraten bis zur Novemberrevolution keinen Vertreter im Landtag, wahrend 49 Prozent der Wahlbeteiligten im Herzogtum, ja sogar 61 Prozent in der Hauptstadt bei den Reichstagswahlen von 1912 ihre Stimme fur die SPD abgaben. Unter den Parteifunktionaren in Braunschweig gab es damals zwei Richtungen : die konservativere Gruppe, die eine Wahlrechtsreform durch eine organisierte Bestrebung auf Reichsebene erlangen wollte, also der Strategie der Zentralinstanz der Partei und der Gewerkschaften treu bleiben wollte ("die der Reichsebene-Organisation treue Gruppe"), und die radikale Gruppe, die die Wahlrechtsreform durch eine direkte Aktion der Massen, vor allem durch den Massenstreik, herbeifuhren wollte ("die sich nach der Massenaktion orientierende lokalisierte Gruppe"). Die letztere Gruppe behielt zwar nicht die vollkommene Oberhand in der Partei-und Gewerkschaftsorganisation in der Vorkriegszeit, ubte jedoch starken EinfluB durch die Zeitung ("Volksfreund") auf die Parteimitglieder aus, und durch die Gewerkschaftsfuhrer wie Wesemeier und Genzen gewann man EinfluB auf die Metall- und Fabrikarbeiter in den Fabriken. Auch nach dem Ausbruch des Weltkrieges wuchs der EinfluB der radikalen Gruppe auf die Massen, indem sie Massenaktionen gegen die Lebensmittelteuerung organisierte. Seit Juni 1915 festigte diese Gruppe ihre Stellung als Opposition gegen den Krieg, und ihre Stellungnahme fand seither die Zustimmung der uberwiegenden Mehrheit in jeder Parteiversammlung. Ende Juni 1916 gelang es dieser starken Opposition, den Liebknecht-Streik mit zahlreichen Arbeitern in Braunschweig durchzufuhren. Warum blieb der EinfluB des Radikalismus aus der Vorkiegszeit so stark, daB ca. 3000 SPD-Mitglieder in der Stadt Braunschweig zur USPD ubertraten, wahrend bloB ca. 100 bei der alten Partei blieben? Aus der Analyse des Generalstreiks Mitte August 1917 in Braunschweig ergibt sich, daB es zwei Gruppen unter den streikenden Arbeitern gab : die qualifizierten und stark organisierten Metallarbeiter in den Rustungsbetrieben und die meistens dequalifizierten und weniger gut organisierten Arbeiter in den Blech-, Konserven- und anderen Fabriken. Die erste Gruppe organisierte den Generalstreik und fuhrte ihn in den ersten Tagen durch, wahrend die letztere Gruppe spater, aber fast spontan dieser Aktion beitrat, wobei unter anderen die Frauenarbeiter in den Konservenfabriken trotz der militarischen Unterdruckung den Streik fortsetzten. Wie ist die Zusammenarbeit von den sozialokonomisch unterschiedlichen Gruppen der Arbeiterschaft moglich geworden? Der Knotenpunkt von der organisierten Aktion und der Spontanitat, von der Partei und der Massenbewegung ist in den alltaglichen menschlichen Beziehungen innerhalb des Arbeiterviertels zu suchen. Solche unmittelbare menschliche Beziehung hatte eine uberragende Bedeutung wahrend des Krieges, denn die mundliche Agitation war unter dem Belagerungszustand und der Zensur das beste Mittel fur die Opposition, und galt als ein entscheidender Faktor fur die Parteilichkeit und die Massenbewegung, besonders in der relativ kleinen Stadt Braunschweig.
