Volunteer Tourism (VT) is expected to foster mutually beneficial relationships between host communities and tourists. However, it has its own limitations, such as inefficiency and low quality of work accomplishments. One possible way to offset such limitations is to position VT as an ongoing project. This research examined the motivations of the initial and repeat participation of kohebi, volunteer tourists at Echigo Tsumari Art Triennale in Nigata, Japan, a project with a 15-year history. The research findings suggest that both one-time and repeat participants have similar motivations when initially participating in the program; while repeat participants return with stronger motivations to 'come across with new people' and 'interact with other participants'.
