In the early morning of January 17, 1995, a magnitude 7.2 earthquake struck the Metropolis, Kobe, Japan. This violent shaking caused misery and destruction. More than 5, 500 fatalities had occurred and over 300, 000 left homeless. The Building Research Institute has been trying to set up "the Geographical Information System for the Restoration Planning in the Hyougo-ken Nanbu Earthquake Area". This paper includes the way to make the new GIS for the restoration after disasters on a massive scale, the information required to set up in the GIS, the way to collect the information and how to use this GIS in the restoration planning. This experience will indicate the quick response to the case of a future large disaster.
