    Video delivery services and their communication technologies, In which video information is transmitted to one or more destinations utilizing video storage facility on sending or receiving side, are studied. Framework for the study in CCITT on video delivery services is also proposed. Asynchronous combination of the application interface on sending and receiving sides distinguish these services from conventional videotelephony services. Non-realtime transmission. multi-destination delivery control and phased video delivery procedure are discussed in this report.

    Recently, monitoring systems using TV cameras have been widely introduced in stores, in supermarkets, and in factories. Monitoring is now necessary not only for security but for providing better services. However, monitoring efficiency at present is limited, because most TV image monitoring must be done manually. This paper presents Intelligent Tele-Monitoring (ITM) which monitors one or more elements in an environment by computer based monitoring techniques. The elements may be humans, animals, vehicles, buildings, plants, and so forth. There are two basic types of monitoring, passive monitoring by a stationary camera, and active monitoring by a moving camera. Monitoring includes extraction, counting, measuring, tracking, or recognizing the target elements. Several examples of ITM applications are also demonstrated.

    In order to classify textile pictures,some pairs of adjectives,such as, "warm-cold", were chosen as impression against the pictures. A sensory scale ranging between +3 and -3 was adopted for each pair of impression words. Questionnaires were collected on fifty sample pictures how they were felt to voluntary inspectors. The results were analysed statistically to represent meaningful impression scales that could be applicable as keys for retrieval on a textile picture database.

    In the Device-Independent Color System. Input color is converted from device color signal (RGB etc) to the standard color signal (device independent color) and reproduced after converting from standard color signal to device color signal (RBG or CMY etc). The Color transformation Processor (CP) is used for this transformation with 3D color LUT and interpolation. This paper estimates the color transformation error amount for two type of 3D interpolation, the Tri-linear interpolation and tetrahedron interpolation. Consequently, Tri-linear shows better result for transformation between NTSC-RGB space CIE-LAB space.
