When ethical education is given to public officers, it is necessary to have them to think what ethics is. In this article, I would like to understand the term "ethics" as one of the philosophical fields and propose a new form of ethical education for public officers. Public officers, whose salaries are paid from taxes, are usually required to have a higher sense of ethics than private companies' employees. They are greatly different from private company employees in that it is difficult to replace the services provided by them. Of course, public officers are prohibited to commit any injustice. In addition, they are also required to exert their utmost effort in their duties as servants of all citizens. If so, it can be said that public service ethics require not only prohibitions - that is, "what they must not do" - but also what are served to all citizens - that is, "what it is better for them to do." What is important for the ethics of positive duties is that there are various types of righteousness and it is necessary to continue a series of questions to seek the true righteousness. In the case of negative prohibition orders, it is easy to find a correct answer to whether right or wrong. In the case of the ethics of positive duties, there are an innumerable number of correct answers. Therefore, it is necessary to be ready for selecting the true correct answer. The principal purpose of ethical training is to have the participants recognize this readiness.
