In Japan, Special needs education was started in 2007. The U.N. Convention on the Rights of Persons with Disabilities will soon be ratified by the Japanese government and will go into effect. The trend of special needs education in the world has shifted from segregated special education to integrated education and inclusive education. This change of special needs education seems to be coincident with changes of political systems for example classical social democracy, neo-liberalism (New Public Management) and The Third Way. The movement for special needs education in Japan coincided with the advocation of neo-liberalism (New Public Management). In this paper, the focus is on Margaret Thatcher, a key person who gave strong influence to politics and set up the committee of the Warnock report which made the global change in the field of special needs education. The relationship between Special Needs Education and Politics is covered, adding discussion about the worth of inclusive education based on results of several investigations, which must be taken into consideration when the Convention is ratified. Then the proposition that inclusive education should give an important influence to educational reform and La Riforma Sociale of Japan which has the lowest birthrate and longest longevity in the world is discussed.
