In this modern society, the role of public-service activities is found to be growing bigger and bigger. It is considered that the higher the performance of public-service corporations/activities is rated, the safer, the more secure and the more affluent the lives of the people become. The main leaders of the present public-service activities are public-service corporations including non-profit organizations. The public-service corporation reform, established after the two recent Great Earthquakes, has diversified the role of public-service corporations.
As a result, it is now possible to establish public-service corporations without obtaining approval from the authorities, which means one can easily establish a public-service corporation without sufficient funds nor experience. This resulted in making the number of these corporations enormous. With this in the background, it is obvious that public-service corporations are facing many challenges, among which I have focused on two most essential points in this article. One is to further promote its community-based nature. In other words, the collaboration and cooperation between the pubic-service corporations and their communities should be strengthened and made into routine. Public-service corporations are non-profit organizations.
Therefore, they require help from volunteers from the communities as well as donations in order to maintain their activities in a stable manner. So far in Japan, as public-service corporations have not possessed strong enough ties with their communities, they have not been able to depend upon volunteers nor donations from the communities.
The other point is to further promote popularization of these activities and how to put them into practice. Needless to say, the recent progress of public-service corporations has been remarkable. Yet, the distance between these public-service corporations and the people of their communities is still far apart. I must emphasize, therefore, that popularization and routine-making are essential.
To close, if these two points are cleared, then, will the public-service corporations obtain a significant position and play a more important role in out society.
