The damage occurred not only to the government office buildings, but also to public facilities serving as shelters, and some problems regarding the fact that facilities in the local disaster prevention plan could not be used were noted in the 2016 Kumamoto earthquake. With the purpose of introducing "space resource management" in emaergency response, I focus on "space resources", which are often overlooked as resources at the time of disaster. In this study aim to summarize the 8 uses (i.e., disaster response headquarters, administrative services, evacuation shelter, logistic, remains of the deceased, disaster waste, volunteers, temporary housing estate), and to clarify the actual conditions and problems of space utilization in Mashiki town within a disaster area in accordance with phase changes.
