This study concerns the Specific Reconstruction and Revitalization Bases ('Specific Bases') in the area where return is difficult, where evacuation orders are to be lifted. We studied how the specific bases was selected from the perspective of the urban planning master plan before the nuclear accident, topography, radiation levels, history, and land use changes in the location of the specific bases. In addition to the locations positioned in the urban planning master plan, historical sites were also selected as specific bases, indicating that historical sites and areas with a regional identity are expressed as sites in emergency town planning.
