The purpose of this research is to clarify issues related to assistance dog users during disasters and contribute to effective disaster response. We categorized the issues based on testimonies of users who experienced disasters, obtained from databases of newspaper articles and other sources. Then we proposed countermeasures based on various documents. In addition, as an indicator of the current response status of the national and local governments, we investigated the description status of different plans and guidelines, etc., and clarified the current situation. Finally, this research created a business flow for effective responses by local governments.
