2010年8月に開始された「東京の地下鉄の一元化等に関する協議会」は，国，東京都，東京メトロのそれぞれの主張があって，難航の兆しがある．本稿は，都営地下鉄とメトロの統合，メトロの完全民営化及び利用者サービス改善の関係を歴史的な経緯から，分析するとともに，これまでの著作で分析の重点になかった最近の一元化についての都の主張の背景を探求した．また，本稿では，各種調整手段に関連して統合や運賃水準統一の是非を検討するとともに，交通調整の根拠であった陸上交通事業調整法がまだ生きていることから，その復活適用の可能性や独占禁止法との関係についても論じた．

The rapid transit railway network in Tokyo consists of thirteen lines.This network in based on a conception at the dawn of a new age before 1945 when the developrent plan of five or seven subway lines was fomed.
This article enurerates chronologically the charge of the develognent plan for rapid transit railway network in Tokyo and private plans based on researches and investigations of pioneers at the dawn of a new age from 1906 to about 1940, describing the background of those days in the conception.

1．　背景

東京市電は市民の足として長らく活躍したかつての交通手段であるが，東京中心部への人口集中とともに利用者が増え，関東大震災前にピークを迎えた．震災によって大きな被害を受けるも，迅速な復旧により震災から半年程度で震災前と同じ状況にまで復旧し，再び市民の足として役目を果たした．しかし，かつてから市電の慢性的な混雑が問題となっており，30分待ち，1時間待ちになることもあったと言われている（

1972）．この状態を改善するための取り組みの一つとして，1930年に乗客調査が行われ，史料にまとめられている（東京市電気局 1931）．史料には停留場別時間別乗客数や停留場間終日OD量など細かなデータが記載されているが，具体的な渋滞の激しいエリアや系統ごとの特徴については本史料を始め，文献等でも十分明らかではない．そこで本研究では，当時の東京市電についてマルチエージェント・シミュレーションを行い，車両の混雑の空間的分布や系統ごとの振る舞いの違いについて明らかにすることを目的とする．

2．　手法

マルチエージェント・シミュレーションは，周囲の状況などに応じて一定のルールに基づき行動する主体である「エージェント」を用いて行う仮想実験を指す．本研究におけるエージェントは市電の車両となる．車両は，停留場を出発したら加速，停留場に近づいたら減速，停留場に着いたら停止，進行方向に車両がいなければ加速，車両がいれば減速，といった基本的な動作を行なうよう事前に決められたルールに従い行動する．各車両の遅延時間は，その路線をこれまでに走行した車両のうち最も早く駅に着いた車両（スムーズに通行できた車両）と比較して遅れた秒数を用いた．本研究では，株式会社構造計画研究所の提供するartistic 4.2を用いてシミュレーションを行った．当時の路線ネットワークデータや系統ごとの走行台数等は，東京市電気局（1931）や

（1972）を参考に作成・設定した．

3．　結果と考察

図はシミュレーションのある時の様子を示す．色が濃いほど遅延している車両である．どの車両も始発駅を出発した直後では遅れはみられないが，徐々に遅れが生じ，走行中のほとんどの車両で遅延が見られた．遅延が生じる理由には，混雑区間を走行することに加え，混雑区間と交差する際に時間がかかることも挙げられる．空間分布をみると，市の中心部である日本橋，京橋，銀座エリアでは南北方向に延びる道路に沿って車両が集中しており，渋滞がみられる．また，多くの系統が通過する上野や万世橋付近でも多くの車両が連なる様子が確認できる．新宿や渋谷，大塚など市の外縁部を起点とする系統も多くの車両が走行しており，幹線道路に沿って車両が連なる様子が確認できる．

It is an important subject tomanage sedimentation of dams appropriately so that the continuity of rivers maybe maintained and the influence of the ecosystem on the downstream site may be made to reduce in lateyears. And it is necessary to examine measures of turbid water. In this study, changes of a pollutant load which sediment affects are cleared quantitatively on Siromaru Dam. Relation between turbidity and the diversity of benthic animals are clarified using a stochastic method.
The correlating equation of between turbidityand SS was obtained reliably bycalculation of a pollutant load. And an annual discharge-duration curve on the turbidity has been created. A significant relation is accepted, that is between the non-exceeding probability of 355-day turbidity and the Simpson index using stochastic methods of turbidity and benthic animals. This relation is suiting a convex quadratic curve and having the maximum of diversity. Therefore, it became clear that the suitable non-exceeding probability, namely, moderate disturbance frequency exists.

The transportation by automobile is very important and main mode of cargo transportation, and its modal share takes 91 percent of ton base and also 51 percent of ton-km base in Japan. The importance of automobile transportation will not change in the future. In this paper, we analyze the coordination of volume between cargo and automobile, and then we consider the deregulative counterplan to meet the situations of increasing volume capacity for cargo loading and also reducing the number of large and heavy type automobiles. The coordination of the cargo volume capacity of large and heavy type automobiles is not so good in the relation of loading the consumption goods. We conclude that the volume capacity for cargo loading will be increased and the number of large type automobiles can be reduced by the deregulative counterplan for the height of automobile taking the construction limits of the road into consideration. At the same time, this deregulative counterplan contributes largely to the road haulage of the international high cube containers.
