The purpose of this paper is to clarify the meaning of realization regarding the Super Science High School(SSH) as Ministry of Education, Culture, Sports, Science and Technology(MEXT/Mombukagakusho), by focusing on the involvement of the Ministry of Education, Science, Sports and Culture(MESSC/Mombusho)and Science and Technology Agency(STA/Kagakugijutsucho) during the policy- making process of SSH.
In Japan, the Central Government was reformed in January 2001, and MESSC and STA were reorganized to MEXT. In previous research, as the outcome of the Central Government Reform, it was shown that different organizations remain in the same building, including the case of MEXT. However, this paper indicates the difference of involvement and behavior patterns between MESSC and STA ,moreover the meaning of realization regarding the SSH as MEXT. That is, the acknowledgement of SSH means the pioneering of the new policy
regarding education about science for STA and the expansion of applied policy by laws that was recognized only by the Experimental School System for MESSC.
