The 2020 census has groundbreaking implications. The answer choice for final education
has been changed so that the number of persons who have not completed compulsory
education can be ascertained. The government has indicated a policy of establishing at least
one public evening junior high school in each prefecture and government-designated city. In
other words, the adult basic education guarantee for the entire prefecture will be envisioned
on the premise that there is at least one public evening junior high school in the prefecture.
In this study, we proposed a method of creating a “literacy education institutions map”
by organizing and analyzing census data in order to consider the guarantee of adult basic
education at the prefectural level. Using Fukuoka Prefecture as a case study, two types of
maps were created, one showing the number and the other showing the percentage of people
who have not completed compulsory education, and the following three points were proposed.
First, the responsibilities of local governments as stipulated in the educational opportunity
securing act should be divided into the following three categories: cities that have established
evening junior high schools, cities, towns, and villages where evening junior high schools
have not yet been established, and prefectures.
Secondly, how to develop measures for those who cannot commute to evening junior high
schools.
Third, how should public evening junior high schools be viewed? It is necessary to
position public evening junior high schools as one of the social resources involved in
guaranteeing basic education, and to examine their functions and utilization in relation to
other social resources.
