In this paper, the impact that the Tokyo Olympics and Paralympics (Tokyo Games) can have on the regional revitalization of non-host cities is examined. The Japanese government has set up the Host Town Initiative so that many local governments can be involved in the Tokyo Games, including non-host cities. Furthermore, the government has endeavored to promote exchanges between each local government and participating countries and regions. The Soft Legacy in the host town refers to the business of regional revitalization and organizational activities that support it. It is imperative that various private sector actors are involved in host town activities led by local governments in the formation of Soft Legacy. The results of a questionnaire survey conducted on 431 host towns in March 2020 revealed that various private actors are involved in promoting host town activities in a number of host towns. In particular, many various private actors participated in host town activities where they interacted with the Paralympic teams.
