In this paper, we discuss a location where one facility should be located. In many cases, the facility location is planned to be convenient for users, like the location to be minimized the summation of distance between users and the facility. Such a basis supports the decision in the case that certain decision makers exist. In contrast, it may be possible that the decision is made by the voting from unspecified people who lives in the region. In this paper, we consider the later case. We assume that residents prefer closer location, and that a candidate wins when it gets majority. Then, we investigate the results at all paired comparisons under the assumption that the potential value of the location is evaluated by how much it wins against others.
