What Role Does a Cluster of Kyoto Universities Play in the Regional Innovations?

Abstract

In Kyoto, universities play a key role in providing local and/or national enterprises with human and intellectual resources. Based on the 2015 Input-output table for Kyoto Prefecture and data of human and intellectual capital collected from a survey on a cluster of universities in Kyoto, we analyze what role does a cluster of universities play in the local economic growth and innovations. We find a sector of research and education industries and that of electric devices industries are positioned at the top of the economic value-chains of Kyoto inter-industry network although the latter is short of labor supply from local universities. We also discover industrial sectors positioned at structural holes enjoy transactional growth between 2015 and 2019 while university start-ups do not necessarily contribute to transactional growth in a short term. Kyoto, already rich in traditional cultures and abundant in academic resources, needs more science students both college and graduate to be successful in regional innovations, which eventually leads to the most creative city in Japan.
