The contemporary world has been exposed to globalized risks occurring from the eco-system, financial market, and terrorism. Such risks are promoting the emergence of new political agents and dynamism. Geopolitics in the contemporary world can thus be constituted through the multi-faceted and multi-scalar conflicts and cooperation among the agents driven by those risks, one of which is a pandemic (a globalized epidemic). By looking at the case of Japan, this presentation explores how the modern state has connected and expanded public health control (biopolitics) and practices of controlling spaces and places (geopolitics) against the global spread of COVID-19.
