This paper explores some changes of traditonal local festival under urbanization at 1910. Hakata Gion Yamakasa was held in the Hakata district of Fukuoka City. While it was a symbol of the identity of place by local residents, municipal officers and police regarded it as dangerous and wasteful event. As spatial structure of Fukuoka City was transformed into more up-dated style at 1910, the people discussed this festival very heatedly. This paper investigates the consciousness of the people towards the tradition and modernity by exploring their discussions.
